What you get

What our slot game development covers

Whether you need video slot development for online casinos or slot machine game development for a social casino app, the building blocks are the same. Take all of them or only the parts your team is missing.

Math model and PAR sheet

RTP targets, volatility band, hit frequency, reel strips, paytable, feature pacing and a max-win cap, checked by large-scale simulation.

Game design document

Theme, grid, win system, feature rules, help screens and UX flows, agreed with you before production starts.

Art, animation and audio

Symbols, reel frames, backgrounds, intros and big-win sequences from our slot art team, animated in Spine 2D, with your audio or a sourced sound package integrated.

HTML5 or Unity client

Portrait and landscape layouts, a strict asset budget for fast first load on mid-range phones, and localisation-ready UI strings.

Server-side game logic and RNG

Outcomes are generated on the server by a cryptographically secure RNG; the client only displays results.

RGS and wallet integration

Game launch, bet, win, rollback and round history wired to your RGS, our RGS or an aggregator, with idempotent transactions and reconciliation.

Jackpots and engagement tools

Fixed, mystery and local progressive jackpots, plus tournaments and missions where the operator platform supports them.

Back-office configuration

RTP variant per market, bet limits, feature switches such as bonus buy or gamble, and a version history for every change.

Slot math model

Slot math models: RTP, volatility and hit frequency

Every slot we build starts with a math model you approve before art production begins. These are the numbers we agree with you first.

MetricWhat it meansWhat we decide with you
RTP (return to player)The theoretical share of total stakes paid back over a very large number of spins. A 96% RTP returns about $96 per $100 wagered in the long run.Target RTP and any per-market variants, inside each jurisdiction's and operator's accepted range
VolatilityHow widely results swing around the RTP: rare large wins (high) or frequent small wins (low).Volatility band, how much RTP sits in features versus the base game
Hit frequencyThe share of spins that return any win.Base-game hit rate and how often wins land below the stake
Feature frequencyAverage number of spins between bonus triggers.Free-spin trigger rate, retrigger odds, bonus value spread
Max winThe largest possible payout, shown as a multiple of the stake.Cap level, operator exposure and how the cap is disclosed to players

Math deliverables include the PAR sheet, reel strips or weighted symbol tables, the paytable, a feature logic specification, a simulation report showing RTP within an agreed tolerance, and a math-to-code map that lab engineers can follow. Where a game must serve several markets, RTP variants are stored as server-side configuration with an audit trail, so switching a variant does not need a new client build.

Mechanics

Reels, paylines, ways and bonus features

The win system sets the rhythm of the game and the complexity of its math.

Win systemHow it paysTypical layout
Fixed paylinesMatching symbols pay left to right along set lines3x3 with 1–5 lines; 5x3 with 10–25 lines
All ways (243 or 1,024)Matching symbols on adjacent reels pay in any row5x3 (243 ways) or 5x4 (1,024 ways)
Variable waysReel heights change each spin, so the number of ways changes too6 reels of 2–7 symbols; branded mechanics such as Megaways are licensed from their owner
Cluster paysGroups of touching symbols pay, usually with cascades6x5, 7x7 or larger grids
Hold and winCash or coin symbols lock in place and respins reset with each new landing5x3 or 5x4 base grid with a respin board

Free spins

Scatter triggers, retriggers, rising multipliers and pick-your-feature options, each priced into the math.

Cascades and wilds

Tumbling reels with chain multipliers; expanding, sticky, walking, stacked and multiplier wilds.

Bonus rounds and jackpots

Pick-and-click, wheel and trail bonuses; fixed, mystery and local progressive jackpots.

Bonus buy, ante bet and gamble

Built as switchable options, because some markets restrict feature purchase and double-up rounds.

HTML5 or Unity builds

Real-money slots sold through aggregators are almost always HTML5 games, because operators launch them in the browser on phones and desktops. Unity fits when you want 3D presentation or a native social casino app. We set the asset budget early and test on a device matrix that includes low-end Android phones.

Art pipeline

Our slot game art services team works from mood boards to a symbol hierarchy (low-pay royals, high-pay characters, wilds and scatters that read clearly at phone size), then reel frames, backgrounds, Spine animations and win sequences. You receive layered source files, animation exports and sprite sheets at handover.

RGS and aggregator distribution

We connect your games to an existing remote gaming server (RGS) or build one for your studio, then integrate with a casino game aggregator so operators can add your titles through one API. Each round follows the same path: launch token, bet debit, server outcome, win credit and round close, with rollback and reconciliation for failures. See how a remote gaming server works for the full flow.

Compliance and markets

Lab testing, compliance and target markets

Real-money slots are regulated market by market. Operators, and in many markets game suppliers, hold the licences; we build to the technical requirements of the target jurisdiction and prepare the evidence labs ask for.

United States. Real-money online slots are legal only in the handful of states that authorize online casino gaming, such as New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. State regulators, for example the New Jersey Division of Gaming Enforcement and the Pennsylvania Gaming Control Board, require each game and its RNG to be tested before approval, and game suppliers generally need a state licence or registration. GLI-19 (Interactive Gaming Systems, v3.0) is a widely referenced technical standard. Sweepstakes and social casino platforms operate under sweepstakes law with dual currency and AMOE, and a growing list of states restricts them.

Canada. Ontario has run a regulated open iGaming market since April 4, 2022: operators register with the AGCO and sign an operating agreement with iGaming Ontario, and the AGCO’s Registrar’s Standards for Internet Gaming cover areas such as responsible gambling, game integrity and player awareness. Game suppliers serving Ontario operators also register with the AGCO. Elsewhere in Canada, online gambling runs through provincial lottery corporations, and provincial rules are changing, so confirm the current position for each province.

UK, EU and other licensed markets. In Great Britain, the Gambling Commission’s remote technical standards ban autoplay, set a 2.5-second minimum game cycle for slots and prohibit turbo, quick-spin and slam-stop features, and its licence conditions cap stakes on online slots. Other regulators set their own RTP disclosure, feature and safer-gambling rules. We keep these as per-market configuration (RTP variant, bonus buy, gamble, spin speed, stake limits) instead of separate builds. Where real-money play is not permitted, we build free-to-play social versions.

What test labs receive from us

  • PAR sheet and simulation report
  • RNG description, implementation and seeding approach
  • Source code and build hashes for the submitted version
  • Game rules and help screens that match the math
  • Test builds, environment access and a change log for every resubmission

Labs such as GLI, iTech Labs and BMM test games and RNGs against standards like GLI-19 and each jurisdiction's rules. The game owner or operator obtains certification through that process; Capermint does not hold GLI, iTech Labs or BMM certificates. Our guide to RNG certificates explains the steps.

This section is general information current as of October 2026, not legal advice. Rules change often; confirm licensing and game approval requirements with counsel for each market.

Process

How we build a slot game, step by step

Durations below are typical for a standard original title. Art runs in parallel with math and build work, so the phases total about 12–16 weeks before lab testing; a reskin compresses steps 2 to 4.

  1. Discovery and market scoping (1–2 weeks)

Target markets, distribution channel (RGS, aggregator or your own platform), RTP variants, features, devices and integration documents. Output: scope, estimate and milestone plan.

  2. Game design and math (2–4 weeks)

Game design document, PAR sheet and simulations. You approve the math before art production starts.

  3. Art, animation and audio (3–6 weeks, in parallel)

Concepts, symbols, UI, Spine animations and win sequences, with review rounds at each stage.

  4. Client, server and integration build (4–8 weeks)

HTML5 or Unity client, server-side logic and RNG, then wallet, RGS or aggregator integration in a sandbox.

  5. QA, math verification and lab pack (2–4 weeks)

Functional and device testing, build-versus-simulation checks, failure tests on every transaction path, and the submission pack for your chosen lab.

  6. Launch and live updates

Staged rollout, monitoring and fixes, then reskins, seasonal content and new RTP variants through a fixed-scope contract or a dedicated team.

FAQ

Slot game development FAQ

What does a slot game development company do?

It designs and builds slot games end to end: the math model and PAR sheet, art and animation, the game client, server-side game logic and the integration that connects the game to an RGS, aggregator or operator platform. Capermint also prepares the documentation independent test labs ask for, while the game owner or operator holds the licence and obtains certification.

How much does it cost to develop a slot game?

A slot reskin or a standard video slot (one math model, 2D art, free spins) typically costs $10K–$40K. Feature-rich originals with several bonus rounds, cascades or hold-and-win, jackpot hooks, multiple RTP variants or 3D art typically cost $40K–$120K. A slot studio platform with its own RGS is scoped as a custom build at $60K–$180K. Lab fees are separate, and a fixed quote follows a scoping call.

How long does it take to develop a slot game?

A reskin on a stable base game typically takes 4–8 weeks, a standard original slot 12–16 weeks, and a feature-rich original 3–6 months. Independent lab testing and regulator approval add time that depends on the lab queue and the jurisdiction. Art volume, math iterations and the number of integrations drive the schedule most.

What is a slot PAR sheet?

A PAR sheet (probability accounting report) is the math document that defines how a slot pays. It lists reel strips or symbol weights, the paytable, hit frequency, feature trigger rates, the RTP contributed by the base game and each feature, and the maximum win. Labs and operators read it alongside simulation results to check that the game behaves as declared.

What RTP and volatility should a new slot have?

There is no single right value. RTP is set inside the range each target jurisdiction and operator accepts, and many online slots ship with more than one RTP variant. Volatility follows your audience: high volatility suits players chasing rare large wins, while low to medium volatility gives frequent smaller wins and longer sessions.

Do slot games need GLI or iTech Labs certification?

Usually, yes, for regulated real-money markets: regulators generally require the game and its RNG to be tested by an independent lab they recognize, such as GLI, iTech Labs or BMM, before release. The game owner or operator obtains certification and pays the lab fee. Capermint builds RNG and game math ready for that testing and prepares the submission pack; we do not hold lab certificates ourselves.

Should a slot game be built in HTML5 or Unity?

HTML5, usually TypeScript with PixiJS or Phaser, is the default for real-money slots distributed through RGS platforms and aggregators, because operators launch games in mobile and desktop browsers. Unity suits richer 3D presentation and native social casino apps. We recommend a stack after checking your distribution channel, device targets and asset budget.

Can you integrate our slots with an RGS or casino aggregator?

Yes. We can connect your games to an existing remote gaming server, build an RGS for your studio, or integrate with an aggregator API so operators can launch your titles. Integration covers game launch, bet and win transactions, rollbacks, round history and reconciliation.

Can you build slots for US sweepstakes or social casino platforms?

Yes. Sweepstakes and social casino slots use the same core game build, with the platform supplying the dual-currency setup and the operator handling the alternative method of entry (AMOE). A growing list of states restricts sweepstakes casinos, so operators must confirm each state with counsel before launch.

Who owns the source code, art and math?

For custom work, the contract can transfer the bespoke source code, art source files and math documentation to you on final payment. Reusable or licensed components, such as a base engine or third-party libraries, are listed separately with their licence terms before work starts.

Can I launch real-money slots in the US or Ontario?

Only through a licensed operator in a market that permits online casino games. In the US, real-money online slots are legal in a handful of states, such as New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. In Canada, Ontario runs a regulated open market through the AGCO and iGaming Ontario; elsewhere, provincial lottery corporations run online gambling. Game suppliers may also need a state licence or AGCO registration, so confirm requirements with counsel.
