A Random Number Generator (RNG) produces the values used for outcomes such as card shuffles, dice rolls and slot results. An RNG certificate records an independent laboratory’s assessment of a particular implementation against a stated testing scope.
This guide explains what RNG certification covers, when to discuss testing with a laboratory, and how to budget for certification and integration separately.

What is an RNG (Random Number Generator) Certificate?
The RNG is software or hardware that generates numbers. The certificate or testing report documents the laboratory’s findings about the RNG version and implementation it tested, including any limitations.
Laboratories such as iTech Labs and Gaming Laboratories International (GLI) offer RNG testing. Testing can include reviewing source code and analysing raw output and the way numbers are scaled or shuffled for use in a game.
Why Random Number Generator (RNG) Certificate is important?
Independent testing provides evidence about the RNG used in a casino game or other real-money product. It helps operators and their testing partners assess the implementation against applicable technical standards.
An RNG certificate is not a gambling licence or a guarantee that an entire platform is compliant or free of fraud. Game rules, payout calculations, platform security and other requirements may need separate assessment. Always read the report’s scope.
When do you require an RNG Certificate?
Requirements depend on the product and target market. Agree the testing scope with a laboratory accepted for that market, particularly when:
- Launching a real-money game with random outcomes, such as slots, roulette or poker.
- Changing the RNG, its implementation or the way its output becomes a game outcome.
- Integrating games with a different platform or entering another market.
A certificate for one implementation does not automatically cover every game, version or market.
How much does RNG Certification Cost?
There is no single price that applies to every RNG project. Request a laboratory quotation after defining the implementation, target standards and testing scope. iTech Labs describes a proposal process covering submission requirements, testing, deliverables and a fixed price.
Keep the laboratory’s testing fees separate from development costs. RNG integration, changes requested during testing and game or platform testing can add work beyond the original scope. Confirm what is included before approving a quote.
If you use games from several studios through a casino content aggregation platform, verify the reports and versions that cover each title.

RNG certification is an independent lab's report that a specific random number generator, and the way it turns numbers into game results, meets a named standard such as GLI-19. Regulators in US online-casino states, Ontario and other real-money markets require tested, approved games before launch. Capermint builds lab-ready games from $10K; white-label platforms launch in 6–10 weeks.
RNG certification at a glance
| Question | Answer |
|---|---|
| What "RNG certified" means | An independent lab's report on one RNG version and how its output becomes game results, tested against a named standard |
| Who tests it | Independent labs such as GLI, iTech Labs, BMM, eCOGRA or Gaming Associates, from the list each regulator accepts; some regulators also test in their own lab |
| Common standards | GLI-11 (gaming devices), GLI-19 (interactive gaming systems), the UK Gambling Commission's remote technical standards, and each regulator's own rules |
| Who applies | The operator or game owner; the developer supplies source code, builds and documentation |
| Lab fee | Quoted per project by the lab; iTech Labs, for example, offers a fixed price after a short RNG questionnaire |
| Build cost (USD) | Single-game MVP typically $10K–$40K; white-label or turnkey platform $35K–$120K, live in 6–10 weeks; custom single-vertical $60K–$180K |
| When to retest | After changes to the RNG, seeding, outcome mapping or game math, and when a new market needs its own certificate |
| What it is not | A gaming license, or proof that the whole platform is compliant, secure or free of fraud |
What an RNG lab actually tests
How numbers are made
The lab reviews the RNG algorithm, how it is seeded and reseeded, the entropy source, and whether generation runs on the server rather than on the player's device.
Statistical randomness
The lab compiles the code and runs large samples of raw output through statistical tests to check that values are uniform and unpredictable, for software (PRNG) and hardware generators.
Numbers to outcomes
The lab checks how values become reel stops, cards or dice results, looking for bias such as modulo bias when a large range is mapped to fewer outcomes.
RTP and paytables
Game testing, which can be scoped with the RNG work, checks that paytables and rules deliver the documented return to player (RTP). Ask which of these your report covers.
Live build matches tested build
Certified files are identified by version and hash or signature, so the operator and regulator can confirm that production runs exactly what was tested.
Systems that handle bets
Some markets test the platform too: Ontario, for example, requires certification of the system components that accept, process, determine, display and log bets, not only the games.
Where RNG certification is required
| Market | Regulator or model | What to expect |
|---|---|---|
| US online-casino states (e.g., NJ, PA, MI, WV, CT, DE, RI) | State gaming regulators | Games are tested and approved before launch, by the regulator's own lab or an approved independent lab; approval is state by state |
| US sweepstakes and social casino | Sweepstakes law with dual currency and AMOE; a growing list of states restrict it | Runs under sweepstakes law rather than a casino license; testing needs depend on state rules and partner contracts, so confirm with counsel |
| Ontario | AGCO and iGaming Ontario (regulated open market) | Games, RNGs and bet-handling system components must be certified by an AGCO-registered independent testing lab before going live |
| Other Canadian provinces | Mainly provincial lottery corporations | Requirements are set province by province; confirm with the provincial operator or regulator |
| United Kingdom | Gambling Commission | RNGs and games are tested against the remote technical standards by an approved test house before release |
| Other regulated markets (e.g., EU, LatAm, Africa) | National or state regulators | Each sets its own standards and accepted-lab list; check both before you submit |
| India | PROGA 2025 prohibits online money games | Capermint builds free-to-play, social and e-sports formats for India |
This is a general overview, not legal advice. RNG certification is one part of compliance, not a gaming license. Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction. Capermint builds RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM; certification is obtained by the operator or game owner.
From build to certificate: 7 steps
Confirm markets, standards and labs
With you and your counsel, we list the target states, provinces or countries, the standards that apply (for example GLI-11, GLI-19 or a regulator's own rules) and the labs each regulator accepts.
Choose the RNG design
We use a cryptographically secure PRNG or a hardware source, seeded and reseeded from a strong entropy source, and keep generation on the server, never on the player's device.
Build outcome mapping and game math
Scaling and shuffling avoid modulo bias (for example with rejection sampling), and paytables, RTP and payout rules are documented for each game.
Run internal statistical and math QA
Raw and scaled output goes through public test batteries such as NIST SP 800-22 or Dieharder, and game math is simulated over large numbers of rounds to confirm the documented RTP before submission.
Prepare the lab submission pack
Source code, a reproducible build, RNG and math documentation, and file hashes for each component to be certified, following the lab's submission requirements.
Support lab testing and fixes
The operator or game owner contracts the lab; our engineers answer lab questions, fix findings and resubmit. Testing time depends on the scope, the lab's queue and the number of fix rounds.
Lock versions and manage changes
Certified components are version-locked and hash-checked in production, and changes to the RNG, seeding, outcome mapping or math go back through the regulator's and lab's change process.
Typical stack, as published on our poker and iGaming pages: Unity, Unreal Engine or HTML5 (Phaser.js, Canvas/WebGL) clients; Node.js, Go or Java services over WebSockets; PostgreSQL, MongoDB and Redis; AWS, GCP or Azure with Docker and Kubernetes. The RNG runs as a separate server-side service, so it can be version-locked and hashed independently of game clients.
What a lab-ready build costs (USD)
| Build | What you get | Typical cost | Timeline |
|---|---|---|---|
| Single RNG game MVP | One slot, roulette, card or crash game with server-side RNG, outcome mapping, paytable/RTP math and a lab submission pack | $10K–$40K | Set after a scoping call |
| White-label or turnkey casino platform | Ready platform with wallet, back office and third-party game content; providers supply lab reports for their titles, and the platform may need its own testing in markets such as Ontario | $35K–$120K | 6–10 week launch |
| Poker platform | Poker MVP up to an enterprise platform with server-side RNG shuffle, cash games, tournaments and back office; white-label option | $25K (MVP) to $200K+ | MVP 60–90 days; white-label 30–45 days; full multi-platform 4–6 months |
| Custom single-vertical platform | Your own casino product with an RNG service, game math, remote gaming server (RGS) and admin tools, built for lab testing | $60K–$180K | Set after a scoping call |
| Custom multi-vertical platform | Casino, poker, sportsbook or crash verticals on one platform with a shared wallet, RNG service and change control | $200K–$500K+ | Set after a scoping call |
Typical development ranges; final quotes follow a scoping call. Lab fees are quoted and paid separately to the lab. Engagement models: fixed-scope project, dedicated team (monthly) or co-development. RNG certification FAQs for operators and studios
What is the difference between RNG testing and RTP testing?
RNG testing checks that the generator, and the way its output becomes outcomes, is unpredictable and unbiased. RTP (game math) testing checks that the paytable and rules return the documented percentage to players over time. A game can pass one and fail the other, so check which tests your lab report covers.
Which labs issue RNG certificates for casino games?
Independent labs such as Gaming Laboratories International (GLI), iTech Labs, BMM, eCOGRA and Gaming Associates test RNGs for online casino games. Each regulator decides which labs it accepts; Ontario's AGCO, for example, registers its own list of independent testing labs. Confirm the accepted labs for every state, province or country you target before you submit.
How much does RNG certification cost?
There is no single public price; labs quote per project. iTech Labs, for example, sends a short questionnaire about your RNG implementation and then offers a fixed price, and the number of games, standards and markets drive the figure. Budget development separately: a single-game MVP with a lab-ready RNG typically costs $10K–$40K with Capermint, and final quotes follow a scoping call.
Do US states and Canadian provinces require RNG testing?
Yes, in regulated real-money markets. Online casino is legal in only a handful of US states, such as New Jersey, Pennsylvania and Michigan, and their regulators require games to be tested and approved before launch, by the regulator's own lab or an approved independent lab. In Ontario, games and RNGs must be certified by an AGCO-registered independent testing lab; other provinces mainly offer online gaming through provincial lottery corporations.
Do sweepstakes or social casino games need RNG certification?
It depends on the state and your partners. US sweepstakes casinos run under sweepstakes law, with dual currency and a free alternative method of entry (AMOE), rather than under a casino license, so lab certification is not always a legal requirement. Some operators commission independent RNG testing anyway, for example when partners ask for evidence of fair outcomes. A growing list of states restrict sweepstakes casinos, so confirm requirements with counsel state by state.
Does one RNG certificate cover every game on my platform?
No. A certificate covers the RNG version and implementation the lab tested, and each game's scaling, shuffling and payout math may need its own report. If you take content through an aggregator, check the provider's report for every title, version and market you list.
Do I need to recertify after updating a game?
Usually, if the update touches the RNG, its seeding, the way output becomes outcomes or the game math. Regulators and labs set change-control rules (GLI, for example, publishes a Change Management Program guide) that decide whether a change needs full re-testing or a lighter review. Version-lock certified components and record file hashes so you can show what is live.
What should an RNG lab submission include?
Labs typically ask for source code, a reproducible build, an RNG design document (algorithm, seeding, reseeding and entropy source), a description of how output becomes outcomes, paytables with RTP calculations, and file hashes or signatures for each component. Follow the lab's own submission requirements, because missing items delay testing.
Which RNG algorithm should a real-money game use?
Use a cryptographically secure pseudo-random generator or a hardware RNG, seeded from a strong entropy source and run on the server, never on the player's device. Map output to outcomes without modulo bias, for example with rejection sampling. iTech Labs says that using one of its recommended PRNG algorithms may reduce extra work and re-testing.

Frequently asked questions
What is an RNG certificate?
It records an independent laboratory's assessment of a specified Random Number Generator implementation. Check the tested version, standards, scope and limitations in the certificate or report.
Why is an RNG certificate important for online games?
It provides independent evidence about the tested RNG. It does not guarantee that the entire game or platform is compliant, secure or free of fraud; other testing may be required.
What is the difference between RNG and Provably Fair?
An RNG generates values used for game outcomes. A provably fair scheme lets users check particular outcomes using cryptographic data. That verification is different from an independent laboratory's RNG assessment and does not establish compliance by itself.
How can I verify if a game has an RNG certificate?
Open the original certificate or report from the issuing laboratory and check the company, RNG or game version, date, scope and limitations. A logo alone does not show what was tested. Ask the laboratory if the scope is unclear.
Is RNG certification required for skill-based games?
Requirements depend on the product, any random elements and the target market. Discuss the actual implementation with the relevant testing laboratory rather than assuming that a skill-based label removes testing requirements.
How to calculate RNG number?
The method depends on the RNG implementation. Software generators use an algorithm and state or seed; hardware generators use a physical source. A simple calculation or example formula does not demonstrate that an RNG is suitable for a real-money gaming product.
