CAPERMINT INSIGHTS iGaming

Top Poker Game Development Companies and Poker Software Providers

A comparison of 11 poker game development companies and poker software providers, checked against their own websites. Capermint publishes this list and is included in it; companies are grouped by model, not ranked.

By Team Capermint15 min read

Poker game development companies serving operators, startups and studios fall into two groups. Platform providers such as EvenBet Gaming and Playtech license a ready poker room or network. Studios such as Chetu, Creatiosoft, Game-Ace and Capermint build white-label or custom software. Published custom prices start at $20,000–$25,000; white-label launches take weeks, full custom platforms 4–12 months.

Disclosure: Capermint publishes this list and is one of the 11 companies on it. Entries were checked against each company’s own website and are grouped by model, not ranked.

Who this comparison is for

This comparison is for buyers of poker software, not players:

  • Licensed operators in US states, Ontario, the UK, Europe or Latin America adding poker to a casino or sportsbook.
  • Startups and brands planning a social (virtual-chip) or sweepstakes-model poker app.
  • Studios and publishers that need extra engineering for a poker title or club app.

If you only need budgets, skip to the cost section further down this page.

How we selected these poker software providers

  1. We started from companies in US Google results for “poker game development company” (Semrush data) and in poker lists published by other vendors.
  2. We kept only companies whose own website describes a current poker product or service. Some names from other lists were dropped for that reason.
  3. We recorded what each poker page states about the five criteria below, with the source URL.
  4. We grouped the results into platform providers and studios and listed each group alphabetically. The order is not a ranking.

We did not verify client lists, revenue, staff numbers, licenses or lab certificates beyond what each site states. Confirm every vendor claim, including ours, in a demo and in the contract.

The five criteria we checked

  • Variants: Hold’em and Omaha are standard; Short Deck, Open-Face Chinese (OFC), Stud and mixed games show engine flexibility.
  • Anti-collusion and fair play: named collusion, bot or fraud tools, and an RNG built for independent testing.
  • Tournaments: Sit & Go, multi-table tournaments (MTT), re-entry, knockout and satellite formats.
  • White label options: network skin, white label, turnkey or custom.
  • Platforms: web, iOS, Android and desktop clients.

White label, turnkey or custom poker software?

Model What you get Typical launch Main trade-off
Network skin Your brand on a shared player pool Set by the network Least control; you need a license in a market the network serves
White label A vendor’s poker platform under your brand Weeks (Creatiosoft says from 15 days; Capermint 30–45 days) Limited feature control; check license fees and revenue share
Turnkey platform A complete platform you operate with your own player pool Set by the vendor You must build liquidity yourself
Custom build Software built to your specification 60–90 days for an MVP; 4–12 months for a full platform Highest cost and time, most control

Our guide to white label vs turnkey vs custom iGaming models covers commercial terms.

How to choose a poker game development company

  1. Pick the model first. Network skin, white label, turnkey or custom: quotes are not comparable across models.
  2. List launch variants and formats. For example, No-Limit Hold’em and Pot-Limit Omaha cash tables, Sit & Go and re-entry MTTs. Each variant adds testing work.
  3. Test the fair-play tooling. Ask for a live back-office demo of collusion alerts, chip-dumping reports and bot detection, not a feature list.
  4. Confirm the RNG and certification path. Ask which lab standard the platform is built to (for example GLI-19 for interactive gaming systems), who submits it and who pays. Our RNG certificate guide explains the process.
  5. Ask about approvals in your market. For a US state or Ontario launch, ask which regulators have already tested or approved the platform and whether the vendor holds any supplier license or registration that market requires.
  6. Check scale. Ask for load-test results at your target concurrency.
  7. Clarify ownership and running costs. Get source code, hosting, revenue share and support terms in writing.
  8. Start with paid discovery. A short scoping phase gives you a feature list and estimate you can compare line by line.

Anti-collusion features to ask about

  • Seat, IP and device rules that keep linked accounts apart.
  • Hand-history analysis that flags soft play and chip dumping.
  • Bot detection based on decision timing and behavior.
  • KYC and device fingerprinting against multi-accounting.
  • Real-time alerts, a risk review queue and audit logs for regulators.

What does poker game development cost?

Few poker software developers publish prices. These are the figures we found; variants, tournaments, platforms and compliance work all move the number.

Build type Published price Published timeline Source
Clone-style club app Up to $10,000 (PPPoker- or GG Poker-style) Not stated BR Softech
Custom poker game $20,000–$100,000 3–6 months basic; about a year advanced Yudiz
Poker MVP From $25,000 60–90 days Capermint
Single-variant custom build From €40,000 About 3–5 months Game-Ace
Multi-variant platform with tournaments €80,000–€200,000+ (Game-Ace); $200,000+ enterprise platform (Capermint) 6–10 months (Game-Ace); 4–6 months (Capermint) Game-Ace, Capermint
White-label poker Rarely published; ask for setup, license and revenue-share terms 15 days (Creatiosoft) to 30–45 days (Capermint) Creatiosoft, Capermint
Turnkey platform or network skin Not published Set by the vendor EvenBet, Playtech

Budget separately for lab testing, licensing and legal advice, KYC, geolocation and payment fees, hosting and live operations. Final quotes follow a scoping call, so compare line-item estimates rather than headline prices.

Licensing and compliance in the US, Canada and other markets

The operator holds the operating license and is responsible for compliance; in some markets platform suppliers also need their own license or registration. Rules change often, so confirm requirements with gaming counsel. This section is general information, not legal advice.

  • United States: real-money online poker is legal in only a few states, including Nevada, New Jersey, Delaware, Pennsylvania, Michigan and West Virginia. These six belong to the Multi-State Internet Gaming Agreement, which lets licensed operators pool poker players across member states; Pennsylvania joined in 2025. New Jersey’s Division of Gaming Enforcement tests internet gaming platform systems before use, and Pennsylvania’s Gaming Control Board publishes its list of licensed online poker operators. In other states, poker products typically run as social (virtual-chip) games or under sweepstakes models, and a growing number of states restrict sweepstakes games.
  • Canada: in Ontario, private operators register with the AGCO and sign an operating agreement with iGaming Ontario. Alberta passed legislation in 2025 to open a regulated market to private operators; confirm its launch status and requirements with the province. Other provinces offer online gaming through their provincial lottery corporations.
  • United Kingdom: remote operators and gambling software license holders must meet the Gambling Commission’s remote technical standards; updated standards apply from October 30, 2026.
  • India: the Promotion and Regulation of Online Gaming Act 2025 prohibits online money games, so for India Capermint builds free-to-play and social formats only.

FAQs about poker game development companies

Which poker software providers offer white label poker?

Of the companies checked here, Artoon Solutions, BR Softech, Capermint, Chetu, Creatiosoft and Innosoft Group describe white-label poker on their own sites. EvenBet Gaming lists a turnkey standalone platform and a network skin, and Playtech runs the iPoker network.

How much does it cost to build a poker platform?

Published figures run from up to $10,000 for a PPPoker-style clone app (BR Softech) to $200,000 or €200,000 and more for a multi-variant platform with tournaments. Capermint’s range is $25K for an MVP to $200K+ for an enterprise platform; licensing, lab testing, payments and hosting are extra.

How long does poker game development take?

White-label poker launches in weeks: Creatiosoft says from 15 days and Capermint quotes 30 to 45 days. A custom MVP takes about 60 to 90 days, and a full multi-platform product 4 to 12 months depending on variants, tournaments and regulatory documentation.

Should I choose white label or custom poker software?

Choose white label when speed and lower upfront cost matter more than unique features. Choose custom when you need your own rules, deep wallet integration with an existing casino or sportsbook, or full control of the roadmap.

How do poker platforms prevent collusion and bots?

They combine seat and device restrictions, hand-history analysis for soft play and chip dumping, behavioral bot detection, KYC checks against multi-accounting and a review queue for the risk team. Ask each vendor for a live back-office demo of these tools.

Is real-money online poker legal in the US and Canada?

Only in some places. In the US it is legal in a few states, including Nevada, New Jersey, Delaware, Pennsylvania, Michigan and West Virginia. In Canada, Ontario regulates private operators through the AGCO and iGaming Ontario, Alberta has legislated a similar market, and other provinces offer online gaming through lottery corporations. Confirm current rules with counsel.

Do poker developers provide RNG certification?

Not usually. Developers build the RNG; an accredited lab such as GLI, iTech Labs or BMM certifies it, and for a custom build the operator or game owner normally obtains that certification. Capermint builds RNG ready for independent testing and holds no lab certificates itself.

Which poker variants should I launch with?

Most operators start with No-Limit Texas Hold’em and Pot-Limit Omaha, then add Short Deck, Open-Face Chinese or mixed games as traffic grows. Each extra variant adds hand-evaluation, testing and lobby work.

Can a new poker site share player liquidity with other sites?

Only through a network or an arrangement its regulator allows: a skin joins a network’s shared player pool, and in the US only states in the Multi-State Internet Gaming Agreement pool players across state lines. See how online poker networks and shared liquidity work.

Is this list a ranking?

No. Companies are grouped by business model and listed alphabetically, and Capermint, which publishes this page, sits in the studio group with its competitors.
