Fish Table Game Development and Software

Capermint builds fish table games and fish table software for licensed real-money, sweepstakes and social operators in the US, Canada and worldwide. Typical ranges: $10K–$40K for one game, $40K–$120K for a multiplayer suite and $120K+ for a platform, quoted after a scoping call. A white-label casino with licensed fish titles can launch in 6–10 weeks. Operators hold the licenses.

Key facts

What fish table game development covers

A fish table game is a multiplayer arcade shooter: players share one underwater scene, bet per shot and fire at fish and bosses, and a captured target pays a multiple of the bet. Fish tables exist as physical machines and as online games in casino, sweepstakes and social lobbies; in US sweepstakes lobbies, many fish titles come from content studios such as KA Gaming, JILI and TaDa Gaming.

Fish table game development means building that game with the systems around it: the real-time server, capture math, art, back office and wallet connection. Online fish table software, sometimes called fish table game software, is the same stack packaged to plug into an operator's existing platform.

This page covers the fish games themselves. For the whole promotional platform, with dual-coin wallet, free entry method and prize redemption, see sweepstakes casino software development; for virtual-coin apps without prizes, see social casino game development.

What you get

The modules inside a fish table game

Fish shooting game development uses the same parts in every title. We build all of them, or only the ones your current game is missing.

Server

Multiplayer room server

An authoritative real-time server that seats players, syncs fish paths and shots across devices and handles reconnects.

Content

Fish, bosses and spawns

Paths, waves, boss and event targets, and spawn tables per room, held in configuration so new species need no new build.

Features

Cannons, weapons and bonuses

Cannon levels and bet steps, target lock, lasers, bombs, chain lightning, freeze effects, bonus wheels and jackpots, each switchable per market.

Math

Game math and RNG

Server-side capture decisions from an RNG, target multipliers, a designed return to player (RTP) per room, and the math report and simulations a lab asks for.

Art

Art, animation and effects

2D or 3D sea creatures, environments, cannons, hit and capture effects and interface, made by our game artists and tuned for mid-range phones.

Operations

Operator back office

Room and bet setup, shot-level game history for disputes, player reports, revenue per room, risk flags and audit logs.

Integration

Wallet and platform integration

Seamless or transfer wallet APIs, launch through your RGS or aggregator, Gold Coin and Sweeps Coin modes for sweepstakes lobbies, and virtual coins for social apps.

Protection

Fair play and player protection

Server-side hit validation, shot-rate limits, bot and multi-account detection, plus session timers, limits, self-exclusion flags and location checks where required.

How it works

How fish table games work: skill, chance and math

A player picks a cannon level that sets the bet per shot and fires. Each shot debits the bet; on a hit, the server decides whether the target is captured, and a capture pays the bet times the target's multiplier. Small fish pay little and fall often; bosses pay more and take more shots.

Aim and target choice shape a session, but in a casino-style fish game, including the ones we build, a server-side RNG decides each capture and the game math sets the long-run return. Each jurisdiction's own law decides whether a fish game counts as skill or chance, so a "skill" label on a cabinet or app listing does not settle its legal status. Our guide to skill gaming vs luck gaming explains the difference.

Design elementWhat it controlsWhere it is set
Return to player (RTP)The long-run share of bets paid back to playersGame math, documented and lab-tested in regulated markets
Target multipliersThe payout for each species, boss and event targetGame design, recorded in the math report
Capture probabilityThe chance that a hit captures a targetServer-side RNG, never on the player's device
Auto-fire and target lockWhether shots fire without a tap for each onePer-market switch; some regulators restrict auto-play

Tech stack

Clients are built in HTML5/WebGL, so one codebase runs in browsers and native apps, or in Unity for heavier 3D. The authoritative server keeps room state in memory, talks to clients over WebSockets and writes every bet and payout to a ledger, hosted in-market where rules require it.

Options compared

License, launch or build: choosing your route

If you are working out how to start a fish table business, or searched for fish game software for sale, you have three routes: license existing titles, launch on a ready platform, or commission your own games.

Questions to answer first

  • Which markets? Licensed US states and regulated Canadian markets such as Ontario and Alberta set their own supplier registration and game testing rules; sweepstakes needs a state-by-state legal check.
  • Will you distribute the games? Supplying fish titles to other operators through a casino game aggregator or your own remote gaming server is simpler when you own them.
  • Who runs live operations? Fish games need regular new species and events.

For a branded lobby fast, start with white-label casino software and add custom fish titles later.

  • Per-check fees for KYC, AML screening and geolocation
  • Payment processing fees and reserves, hosting and marketing

Markets and compliance

Where fish table games are legal: markets and compliance

Fish table legality depends on the business model, not the theme: the same game can be a licensed casino game, a sweepstakes promotion, a social game or an illegal gambling device, depending on how players pay, what they can win and where they are. Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction.

United States: real-money online

Real-money online casino games are legal in only a handful of states, for example New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. There, a real-money fish game needs the supplier licensing, game approval and independent lab testing that the state requires for casino games, under that state's own rules.

United States: sweepstakes and social

Many US fish games run in sweepstakes casinos, which use a dual-currency model with a free alternative method of entry (AMOE). California, Connecticut, Indiana, Louisiana, Maine, Montana, New Jersey, New York and Tennessee ban online sweepstakes casinos by statute; Oklahoma's ban applies from November 1, 2026; and Idaho, Michigan, Nevada and Washington block them under existing law. In other states, including Florida and Pennsylvania, regulators or attorneys general have acted without a new law. Social fish games with virtual coins and no cash prizes are a different model, but paid coins can still raise legal questions (in Washington, for example, after the 2018 Kater v. Churchill Downs ruling). See our sweepstakes compliance architecture guide.

United States: machines in stores

Fish table machines in storefront arcades and other retail locations draw enforcement action. In February 2026, Florida's Attorney General and Gaming Control Commission announced a two-day sting across four counties that seized 525 machines, fish table games among them. For physical machines, get a state-specific legal opinion first.

Canada

Under section 207 of the Criminal Code, games operated on or through a computer, video device or slot machine may be conducted and managed only by a provincial government. Ontario runs a regulated iGaming market: operators register with the AGCO and join the market through iGaming Ontario. Alberta's regulated market opened on July 13, 2026, managed by the Alberta iGaming Corporation and regulated by AGLC. Other provinces offer online gaming mainly through provincial lottery and gaming corporations.

Other markets

In Great Britain, the Gambling Commission's technical standards do not allow auto-play in online gaming, so auto-fire must be reviewed against them. Other regions set their own licensing and testing rules. In India, the Promotion and Regulation of Online Gaming Act, 2025 prohibits online money games, so for India we build free-to-play and social fish games only.

RNG and certification

We build RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM, against standards such as GLI-19 (Interactive Gaming Systems) where a regulator requires them. Certification is obtained by the operator or game owner. See what an RNG certificate is.

General information, not legal advice. Laws change often, so confirm the current position with gaming counsel in each market.

FAQ

Fish table game development: frequently asked questions

How do fish table games work?

Players share an underwater scene, choose a bet per shot and fire at moving fish and bosses. Each shot debits the bet, and each target carries a payout multiplier; bosses pay more but take more shots. In casino-style designs, the game server's random number generator (RNG) and math decide whether a hit captures the target, and a capture pays the bet times the multiplier.

Are fish table games skill or chance?

Both play a part. Aim and target choice affect a session, but in a casino-style fish game, including the ones we build, a server-side RNG decides each capture and the game math sets the long-run return. Each jurisdiction's own law decides whether a game counts as skill or chance, so a "skill" label does not settle legal status. Not legal advice.

Are fish table games legal, and in which states?

It depends on the business model and the state. Real-money online fish games can be offered only in states that license online casino, such as New Jersey, Pennsylvania and Michigan, with that state's approvals. Nine states ban sweepstakes casinos by statute, Oklahoma's ban applies from November 1, 2026, and four more block them under existing law. Not legal advice.

How much does it cost to develop a fish table game?

Typical ranges with Capermint are $10K–$40K for a single-game MVP, $40K–$120K for a multiplayer fish suite and $120K+ for a large custom platform; a white-label or turnkey casino with licensed fish content is $35K–$120K. Licenses, lab testing, content fees and hosting are extra. A final quote follows scoping.

How long does it take to build a fish table game?

A white-label or turnkey casino with fish titles from your content providers typically launches in 6–10 weeks once licensing, payment and content agreements are in place. Custom fish games are delivered in phases, starting with a playable prototype, with dates fixed in scoping because art, titles, apps and lab testing vary.

How do I start an online fish table business?

Pick your model first: licensed real-money, sweepstakes or social. Get a legal opinion for your target markets, then choose a route: license existing fish titles, launch on a white-label or turnkey platform, or commission custom games. Then set up payments, KYC and geolocation where required, and plan regular live events.

Can fish table games run on a sweepstakes or social casino platform?

Yes, where that model is lawful. On a sweepstakes platform the same fish game runs in Gold Coin and Sweeps Coin modes, while the platform handles the free entry method (AMOE), KYC and prize redemption. On a social casino it uses virtual coins with no cash prizes. We integrate with your wallet API or build the platform too.

Can I buy ready-made fish table software instead of building it?

Yes. You can license existing fish titles from content providers through an aggregator or remote gaming server, or launch on a white-label or turnkey platform that offers them. That is faster, but you do not own the games and usually pay a revenue share. Custom development gives you your own titles, math and branding.

Can fish table games be published on the App Store and Google Play?

Real-money versions only under strict conditions. Apple requires real-money gaming apps to be licensed and geo-restricted where they are used and free on the App Store, with no in-app purchase of gaming credit. Google Play requires an approved application, a license for each country or state served, geofencing and a free app. Social fish games still need an accurate age rating.

Does Capermint provide the gaming license or certify the games?

No. Capermint is a game development studio and does not operate games, issue licenses or certify RNGs. Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction. Our RNG and game math are built ready for testing by accredited labs such as GLI, iTech Labs or BMM; the operator or game owner obtains certification.
