Casino Game Development Companies: 11 Compared

A source-linked comparison of 11 casino game development companies, from content studios you license games from to custom studios you hire to build games or platforms, with our selection method, what custom builds typically cost and a buyer checklist.

By Team Capermint15 min read

Published by Capermint, which appears in this list; see the disclosure at the end.

Casino game development companies fall into three groups: content studios you license games from (Evolution, IGT, Light & Wonder, Pragmatic Play), platforms such as SOFTSWISS, and custom studios you hire (Chetu, EJAW, GammaStack, Symphony Solutions, Whimsy Games, Capermint). Per Capermint’s published bands, a single-game MVP costs $10K to $40K; white-label casinos launch in 6 to 10 weeks.

Who this list is for

  • US operators in states with legal online casino, and sweepstakes or social casino brands.
  • Canadian operators entering Ontario’s regulated iGaming market or supplying a provincial lottery corporation.
  • Studios, publishers and brands that need an outside team for slot math, art, game clients or a remote gaming server (RGS).
  • Global operators in the UK and EU, Latin America, Africa, the Middle East and Asia-Pacific.

If you want a ready-made catalogue, start with the content studios. If you need something nobody sells off the shelf, such as a branded slot, a crash game, a sweepstakes coin economy or your own platform, look at the custom studios.

How we selected and checked these companies

  1. Relevance. The company’s own site presents casino game development, casino content or casino platform software as a current offering.
  2. First-party verification. We read each company’s site and state only what those pages say, with a link to the page used. Figures such as game counts and years in business are the companies’ own claims.
  3. Market fit. We noted whether each site mentions US or Canadian markets, and say so where it does not.
  4. Business-model mix. We included content studios, a platform provider and custom studios, because buyers often confuse them.
  5. Exclusions. We left out rankings, revenue, awards and licence claims we could not confirm on a first-party or regulator page. Nobody paid to be listed.

Companies are grouped by business model and listed alphabetically, except that Capermint is listed last in its group because we publish this page. We have not audited any vendor’s code or contracts; treat this as a shortlist for due diligence.

Group 1: Content studios you license games from

These companies own large catalogues and distribute them to licensed operators directly or through aggregators. You license their games rather than commission a build; ask each directly about bespoke or branded titles.

Evolution

Evolution describes end-to-end technology for operators, covering live casino, online video slots and game shows. Its site presents a portfolio of brands including NetEnt, Red Tiger, Ezugi, Big Time Gaming and Nolimit City, and names entities regulated by the Malta Gaming Authority and the UK Gambling Commission. Its newsroom has announced Spinning Whale, a slot brand focused mainly on North America, and an amended agreement making it the exclusive live dealer provider for Boyd Interactive’s North American online casino brands.

Its aggregator offers more than 40,000 casino games from 300+ providers through a single API, and it also lists sportsbook, affiliate (Affilka) and prediction market products. Its compliance section shows regulators in markets such as Brazil, Peru, South Africa, Spain, Greece, Romania, Ireland and Malta; the homepage does not mention the US or Canada.

How to choose a casino game development company

  1. Pick your route. Licensed content, a platform, custom development or a mix. Our guide to white label vs turnkey vs custom compares the trade-offs.
  2. Fix your jurisdictions first. List the states, provinces or countries you will launch in, and ask each vendor what it has delivered under those rules.
  3. Ask how RNG and math are documented. Request sample math sheets and RTP documentation, and confirm who pays for lab testing. Our RNG certificate guide explains the process.
  4. Get IP terms in writing. Confirm who owns code, art, math models and platform modules, and which third-party licences remain.
  5. Check integration depth. Games must work with your platform, wallet, aggregator, KYC, geolocation and payment providers. See how a remote gaming server works.
  6. Play relevant work. Ask for playable builds of similar games, not only screenshots.
  7. Compare engagement and support. Fixed-scope projects, dedicated teams and co-development suit different stages; agree post-launch support and time-zone overlap before signing.

What casino game development companies charge

Content studios and platform providers price through licence and revenue terms you negotiate with each vendor. For custom work, cost depends on scope, platforms, game variants, art volume, integrations and jurisdiction. The bands below are Capermint’s published iGaming and poker bands, plus a typical range for mid-scope multiplayer games, shown as a reference point; other vendors price differently, and final quotes follow a scoping call.

Scope Typical range (USD) Timeline
Single casino game MVP (slot, table or crash) $10K to $40K Set during scoping
Mid-scope multiplayer casino game $40K to $120K Set during scoping
White-label or turnkey casino $35K to $120K 6 to 10 weeks to launch
Poker, MVP to enterprise platform $25K to $200K+ MVP 60 to 90 days; full multi-platform 4 to 6 months
Custom single-vertical platform $60K to $180K Set during scoping
Custom multi-vertical platform $200K to $500K+ Set during scoping

Budget separately for lab testing, operator and supplier licensing, hosting, KYC and geolocation, payment processing and fees for any third-party games. For a line-by-line breakdown, see our online casino development cost guide.

Compliance basics for US and Canadian buyers

Real-money gaming is regulated jurisdiction by jurisdiction. Operators are responsible for licensing; development partners build to the technical requirements of the target market. This section is general information, not legal advice.

  • United States: real-money online casino is live in only a handful of states, such as New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. In New Jersey, the Division of Gaming Enforcement says it tests Internet gaming platform systems before use.
  • Sweepstakes: these products run under sweepstakes law with dual currencies and a free alternative method of entry (AMOE), and a growing number of states ban or restrict them. See our sweepstakes compliance architecture guide.
  • Canada: in Ontario, the AGCO registers igaming operators and suppliers of gaming-related products and services, and operators contract with iGaming Ontario. Alberta passed legislation in 2025 to open a similar market; check with its regulator, the AGLC, for current status. Other provinces offer online gaming through provincial lottery corporations.
  • Testing: GLI standards such as GLI-19 (Interactive Gaming Systems) and GLI-11 (Gaming Devices) are a common reference, but each jurisdiction sets its own technical rules and approved labs.

Rules change often, so confirm current requirements with your regulator and legal counsel before committing to a vendor or launch date.

FAQs

What does a casino game development company do?

It designs and builds casino games or the systems behind them: game math, RNG integration, art, web and mobile clients, game servers and platform integrations. Some companies also license ready-made content or full platforms. The operator stays responsible for licensing.

What is the difference between a casino game provider, a casino game developer and an aggregator?

A provider owns a catalogue of games and licenses them to operators. A developer builds custom games or platforms to your specification, and code ownership depends on the contract. An aggregator connects an operator to many providers’ games through one API.

How much do casino game development companies charge?

It depends on the route. By Capermint’s published bands, a single casino game MVP costs $10K to $40K, a white-label or turnkey casino $35K to $120K, and a custom multi-vertical platform $200K to $500K or more. Content studios and platforms price through licence and revenue terms, and lab testing, licensing and hosting are extra.

How long does it take to build a casino game or casino platform?

Weeks for a white-label launch, months for custom work. Capermint’s published timelines are 6 to 10 weeks for a white-label or turnkey casino and 60 to 90 days for a poker MVP. Other custom games and platforms are scheduled after scoping, and lab testing and regulatory approvals add time.

Can a casino game development company certify my games?

No. Accredited labs such as GLI, iTech Labs or BMM test RNGs and game math, and certification is obtained by the operator or game owner. The developer’s job is to build RNG and game math ready for independent testing and to document the math model and rules.

Which US states allow online casino games?

Only a handful. Real-money online casino is live in states such as New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. Sweepstakes casinos operate under sweepstakes law, and a growing number of states ban or restrict them. Confirm current status with counsel before launch.

Is online casino legal in Canada?

Yes, but the model differs by province. In Ontario, operators and gaming-related suppliers register with the AGCO, and operators contract with iGaming Ontario. Alberta passed legislation in 2025 to open a similar market, and other provinces offer online gaming through provincial lottery corporations.

Can casino game developers build sweepstakes or social casino games for the US?

Yes. Chetu, Whimsy Games and Capermint all list sweepstakes casino work on their sites. These products typically need a dual-currency model, a free alternative method of entry and state eligibility controls. Because state rules keep changing, the brand should confirm its legal model with counsel.

Do I own the source code when I hire a casino game developer?

Only if the contract says so. For custom builds, ask for an IP schedule that assigns code, art and math to you and lists third-party components. White-label and turnkey platforms usually keep core components under licence.

How do I choose the best casino game development company for my project?

Start with your target jurisdictions and business model, then shortlist vendors whose own sites show relevant work. Compare RNG and math documentation, IP terms, integrations and post-launch support, and get a scoped estimate in writing.
