Crypto Casino Software & Bitcoin Casino Development
The platform behind a crypto casino: cashier and wallets, multi-currency ledger, provably fair games, compliance controls, back office and player apps. You hold the licence; we build to its requirements.
Capermint builds crypto and bitcoin casino software for operators, startups and brands that hold or are obtaining a gaming licence. That covers crypto and fiat wallets, provably fair games, and KYC/AML and Travel Rule controls. White-label or turnkey launches take 6–10 weeks at $35K–$120K. A single-game MVP costs $10K–$40K, and custom platforms start at $60K.

Crypto casino software at a glance
Crypto casino software differs from a standard casino platform in four places: the cashier (blockchain deposits and withdrawals), the ledger (balances in coins and stablecoins), fairness (provably fair verification on top of RNG) and compliance (wallet screening and the Travel Rule on top of KYC and AML).

On-chain vs off-chain balances: choosing the wallet model
The biggest architecture decision is where player balances live. Most licensed crypto casinos settle deposits and withdrawals on-chain but keep balances off-chain, because writing every bet to a blockchain is slow, costs gas and complicates bonus and KYC rules.
| Model | How it works | Strengths | Trade-offs | Fits |
|---|---|---|---|---|
| Custodial, off-chain ledger | Players deposit to operator-controlled addresses; balances are ledger entries and only deposits and withdrawals touch the chain. | Instant bets, no gas per bet, standard KYC/AML and bonus logic, works with third-party content. | The operator holds player funds, so custody security, reserves and licence conditions apply. | Most licensed operators |
| Hybrid with on-chain proofs | Off-chain play, plus published game hashes, reserve attestations or on-chain settlement of jackpots and tournament payouts. | Visible transparency without gas on every bet. | More engineering and audit effort. | Operators that market transparency |
| Non-custodial smart-contract play | Players wager from their own wallets; smart contracts hold stakes and pay out. | No operator custody; every round verifiable on-chain. | Gas, latency, contract audits, and harder KYC/AML and player-protection controls. Few licences accommodate it. | Narrow Web3-native formats, after licensing is confirmed |
For a first launch we usually recommend the custodial ledger with USDT and USDC support, which shields players and your treasury from price swings, then on-chain features where they help. For tokens, NFTs and smart-contract games, see Web3 game development.
How provably fair works, and where RNG certification still applies
Provably fair is a commit-reveal scheme: the server commits to a secret seed by publishing its hash, the player adds a client seed, and each bet uses a nonce. When the seed pair rotates, the server seed is revealed and every result can be recomputed.
| Element | Role |
|---|---|
| Server seed | Secret random value from the platform; only its SHA-256 hash is shown before play. |
| Client seed | Value the player can set or change, so the operator cannot pre-select outcomes. |
| Nonce | Counter that increases with every bet under the same seed pair. |
| Result function | HMAC-SHA256 (or similar) of seeds and nonce, mapped to an outcome by published game math. |
| Verification | After rotation, anyone can recompute results on a public verifier page. |
Provably fair proves a result was not changed after the bet. It does not prove the RTP or game math, and most regulators do not accept it in place of lab testing. Capermint builds RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM; certification is obtained by the operator or game owner. Our guide to RNG certificates explains the process.

Licensing, compliance and markets for crypto casinos
Crypto gambling is regulated market by market, and many markets do not permit it. Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction. General information as of October 2026, not legal advice.
United States
Real-money online casino is legal only in a handful of states (for example NJ, PA, MI, WV, CT, DE and RI), each with a state licence, approved payment methods and geolocation. Crypto-denominated play is generally not part of these markets; offshore crypto casinos serving US players operate outside state law, and the federal UIGEA restricts payment processing for unlawful internet gambling. Realistic US routes are a state-licensed fiat casino or a sweepstakes model (dual currency plus AMOE), which a growing list of states restrict. US-based founders targeting licensed markets abroad should plan geo-blocking for restricted jurisdictions and take legal advice on their own exposure. See sweepstakes casino software development and real-money games in the USA.
Canada
Ontario runs a regulated open iGaming market: operators register with the AGCO, sign an operating agreement with iGaming Ontario and follow the AGCO's Registrar's Standards for Internet Gaming (in force since April 4, 2022). Plan Ontario as fiat-first and confirm any digital-asset payments with the AGCO before scoping them. Elsewhere in Canada, online casino is offered mainly through provincial lottery corporations; check each province's current model, because some are changing. Under Canada's anti-money-laundering law, casinos, including internet casinos, have FINTRAC obligations that include reporting large virtual currency transactions of C$10,000 or more.
Curaçao, Anjouan and other offshore licences
Many crypto-first casinos use offshore licences such as Curaçao or Anjouan. Curaçao's National Ordinance on Games of Chance (LOK), in force since December 2024, replaced the old master-licence and sub-licence system with direct licences from the Curaçao Gaming Authority (CGA), with stricter AML, KYC and responsible-gambling rules. Before choosing any offshore licence, confirm that your banks, custody and payment providers and game suppliers accept it.
UK, EU and other regulated markets
Great Britain, most EU states and other regulated markets require a local licence. Where crypto is allowed, the same AML and source-of-funds standards apply, and some markets accept only approved fiat methods. In the EU, MiCA regulates crypto-asset service providers while gambling stays national. Elsewhere, rules vary widely, so we map each market first.
India
The Promotion and Regulation of Online Gaming Act 2025 prohibits online money games and is in force in 2026. For India, Capermint builds free-to-play, social and e-sports formats.
The Travel Rule in a crypto casino
FATF standards (Recommendation 15, which applies Recommendation 16 to virtual assets) require virtual asset service providers to pass originator and beneficiary information with transfers; countries may set a USD/EUR 1,000 de minimis threshold. The EU's Transfer of Funds Regulation (EU) 2023/1113 has applied this to crypto-asset transfers between providers, of any amount, since 30 December 2024. In the US, the Bank Secrecy Act funds travel rule covers transmittals of $3,000 or more, or the equivalent in convertible virtual currency, by money transmitters (FinCEN FIN-2019-G001). Whether your casino or your custody provider carries the duty depends on your structure; either way, we build withdrawals that collect originator details, confirm self-hosted wallet ownership where required and keep audit records.
Operator responsibility: Capermint does not operate casinos or hold or sell gaming licences. Licences, custody, banking and lab certification belong to the operator.

Crypto casino software FAQ
What is crypto casino software?
Crypto casino software is the platform an operator uses to run an online casino where players deposit, bet and withdraw in cryptocurrency such as BTC, ETH, USDT or USDC. It adds a blockchain cashier, a multi-currency ledger, provably fair games and Travel Rule controls to a standard casino platform.
How much does crypto casino software cost?
At Capermint, a single-game MVP costs $10K–$40K, a white-label or turnkey crypto casino $35K–$120K, a custom single-vertical platform $60K–$180K and a custom multi-vertical platform $200K–$500K+. Licence, custody, KYC, game content and lab-testing fees are extra. Final quotes follow a scoping call.
How long does it take to launch a crypto casino?
A white-label or turnkey crypto casino typically launches in 6–10 weeks once the licence route, custody provider and game content are agreed. Custom timelines are fixed at scoping. Start licensing in parallel, because it often takes longer than the software.
Is a crypto casino legal in the United States?
Generally not. Real-money online casino is legal only in a handful of states, such as New Jersey, Pennsylvania and Michigan, each with a state licence and approved payment methods, and crypto-denominated play is generally not part of these markets. Offshore crypto casinos serving US players operate outside state law, so US projects usually take a state-licensed fiat route or a sweepstakes model.
Can I run a crypto casino in Canada?
Only within each province's rules. Ontario's open market requires AGCO registration and an operating agreement with iGaming Ontario, so plan an Ontario launch as fiat-first and confirm any digital-asset payments with the AGCO and your counsel. Elsewhere, online casino is offered mainly through provincial lottery corporations, so check each province's current model.
Do I need a licence to run a bitcoin casino?
Yes. In most regulated markets, offering real-money casino games without the required licence is illegal, and reputable payment, custody and game providers generally require one. Many crypto-first operators use offshore licences such as Curaçao or Anjouan and geo-block markets those licences do not cover. Operators are responsible for licensing; we build to its technical requirements.
What is the difference between on-chain and off-chain balances?
Off-chain balances settle deposits and withdrawals on the blockchain but record bets in the operator's ledger, so play is instant and gas-free. On-chain balances keep stakes in smart contracts: fully verifiable, but slower, gas-dependent and harder to fit into KYC and licence rules. Most licensed crypto casinos use off-chain balances.
How does provably fair work, and does it replace RNG certification?
No, it complements it. Provably fair games publish a hash of the server seed before play, combine it with the player's client seed and a nonce, then reveal the seed so anyone can recompute results. That proves results were not changed after the bet, not that RTP or game math is correct, so most regulators still require testing by accredited labs such as GLI, iTech Labs or BMM, obtained by the operator or game owner.
Does the Travel Rule apply to a crypto casino?
It can. The Travel Rule requires virtual asset service providers to exchange sender and recipient details with crypto transfers, and the EU has applied it to crypto-asset transfers of any amount since 30 December 2024. Whether your casino or your custody provider carries the duty depends on your structure.
Which cryptocurrencies and payment gateways should a crypto casino support?
Most operators start with BTC, ETH, USDT and USDC, because stablecoins remove price volatility from player balances. Add low-fee stablecoin networks such as Tron or EVM layer-2s, then other coins on demand. Payments usually run through a custody provider or crypto gateway your licence and banks accept.
