Key facts

Social casino game development at a glance

A social casino game is a free-to-play app with casino mechanics where players buy or earn virtual coins for entertainment only. Coins have no cash value and cannot be redeemed. Revenue comes from in-app purchases and ads, not wagers. We build the social casino software behind it: games, coin wallet, store, game server and LiveOps console.

Compliance and markets

Compliance, app store policies and target markets

A social casino stays outside gambling licensing because no one can win money or prizes. That depends on design choices, store rules and local law.

United States

Free-to-play social casino apps with no cash-out are widely published in the US, but their legal status is not settled in every state. In Kater v. Churchill Downs (9th Cir., 2018), the court held that Big Fish Casino's purchased virtual chips were a "thing of value" under Washington's broad gambling definition because they extended the privilege of playing, even though they could not be cashed out. The court said its conclusion turned on Washington law and noted that courts applying other states' laws had reached different results. No cash-out is therefore necessary but not always sufficient: we block coin transfers and any redemption path, and can add state-level purchase controls if your counsel requires them. Real-money online casino is legal only in a handful of states, such as NJ, PA, MI, WV, CT, DE and RI, under state licenses. Sweepstakes casinos use dual currency and AMOE under sweepstakes law, and a growing list of states restrict them.

Canada

Ontario runs a regulated open iGaming market through the AGCO and iGaming Ontario. Other provinces offer real-money online play mainly through provincial lottery corporations, and provincial models can change, so we check the current position for each target province at scoping. A free-to-play social casino with no cash-out or prizes is not offered under those licensing schemes, but advertising, consumer protection and privacy laws still apply, and publishers should confirm their design with Canadian counsel.

App Store and Google Play

Apple's App Review Guidelines describe gaming and gambling as "one of the most regulated offerings on the App Store." Guideline 3.1.1 requires odds disclosure before purchase of paid random items and says purchased in-game currency may not expire. Guideline 5.3.3 bars in-app purchase of credit for real-money gaming. Google Play allows real-money gambling only for licensed apps in approved locations, and apps that show gambling ads must not offer simulated gambling content. Simulated gambling raises the age rating.

Other markets

In the UK, EU, LatAm, Africa, the Middle East and APAC, rules on simulated gambling, loot boxes and casino-themed ads differ, and app store availability can vary by country. In India, the Promotion and Regulation of Online Gaming Act 2025 prohibits online money games, so we build free-to-play social formats there; publishers should confirm with Indian counsel how paid virtual coins are treated. Publishers and operators are responsible for licensing and legal sign-off; we build to the technical requirements of each target jurisdiction and store. FAQ

Social casino game development FAQ

What is social casino game development?

Social casino game development is the design and build of free-to-play casino-style games, such as slots, blackjack, roulette, bingo and poker, played with virtual coins that have no cash value. The work covers game math, art, the coin economy, the store, the server and LiveOps tools.

What is the difference between a social casino and a sweepstakes casino?

A social casino uses virtual coins that can never be redeemed, so players cannot win money or prizes. A sweepstakes casino uses two currencies, and one of them, often called Sweeps Coins, can be redeemed for cash prizes under sweepstakes law with a free method of entry. A growing number of US states restrict sweepstakes casinos.

Are social casino apps legal in the US and Canada?

Generally yes, when coins can never be cashed out, transferred or redeemed for prizes, but the position is not settled everywhere. In Kater v. Churchill Downs (2018), the Ninth Circuit held that purchased virtual chips were a thing of value under Washington's broad gambling law because they extended play, even without cash-out. Rules vary by state and province, so publishers should confirm their design with counsel.

How much does it cost to build a social casino app?

Typical ranges are $10K to $40K for a single-game MVP, $35K to $120K for a white-label or turnkey app, $40K to $120K for a multi-game app with LiveOps tools, and $120K or more for a large custom platform. Final quotes follow a scoping call.

How long does social casino game development take?

A white-label or turnkey social casino typically launches in 6 to 10 weeks. Custom builds are scheduled at scoping; as a benchmark, Capermint's published poker timelines are 60 to 90 days for an MVP and 4 to 6 months for a full multi-platform app.

How do free-to-play casino games make money?

Most revenue comes from coin packs and limited-time offers bought through in-app purchase, supported by VIP tiers, subscriptions and season or battle passes. Rewarded video and interstitial ads earn revenue from players who do not pay.

Can a social casino app be published on the App Store and Google Play?

Yes, social casino apps are published on both stores when they follow store rules. Apple requires honest age ratings, odds disclosure for paid random items and purchased coins that do not expire. Google Play allows real-money gambling only for licensed apps in approved locations, so a social casino must not offer cash-out or prizes of real value.

Do social casino games need RNG certification?

Usually not, because no money or prize can be won. A publisher may still choose independent testing for player trust or if the games may later be reused in sweepstakes or real-money products. We build RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM; certification, when needed, is obtained by the operator or game owner.

What LiveOps does a social casino need after launch?

A social casino needs a steady calendar of new games, daily and hourly bonuses, weekly events, quests, tournaments and store offers. We run this through a dedicated monthly team or alongside your own LiveOps staff.

Can a social casino later become a sweepstakes or real-money casino?

Games, art and analytics can often be reused, but the wallet, KYC, geolocation and payment layers must be added, and the legal model changes completely. Real-money play needs a license in each market, and sweepstakes play depends on state law, so take legal advice first.
