Betting Software for Kenya, Built for GRA Rules

Capermint builds sportsbook, jackpot, virtual and crash software for operators licensed by Kenya's Gambling Regulatory Authority (GRA), scoped to the Gambling Control Act and its Regulations: GRA monitoring, self-exclusion, Kenyan hosting and M-Pesa. Typical ranges: white-label $35K–$120K (6–10 week build); custom sportsbook $60K–$180K. Kenya also licenses software suppliers; Capermint holds no GRA licence, so the licensed supply route is agreed before delivery.

Kenya's betting rules under the Gambling Control Act 2025

Kenya replaced the Betting, Lotteries and Gaming Act in August 2025 and gazetted the detailed rules on 30 June 2026. Every operator, new or re-licensing, now needs a platform that meets them. Here is what the Act and the 2026 Regulations require.

Supplier licensing

The new gambling software or platform licence

Section 28 of the Act makes the provision of gambling software or a platform a licensed activity, and Regulation 15 of the Licensing Regulations says anyone who intends to provide it must apply to the GRA on Form 12. Operators feel it directly: an online licence application must name a platform and games provider licensed by the GRA, while the supplier's application needs proof of a contract with the operator. The two applications therefore run side by side, and supplier licensing sits on the operator's critical path.

  • Four authorisation types: software supplier, platform provider (hosting or managing a full platform), critical system integrator (RNG, payments or player verification) and software modifier.
  • Technical evidence: RNG certificates and a full compliance report from a named independent testing laboratory with its accreditation number, a system architecture and hosting diagram, and primary and disaster-recovery data centre locations.
  • Player protection: the form asks how the software handles identity verification, deposit limits, reality checks, self-exclusion (multi-operator or operator-level), age verification and geolocation.
  • Application documents: a KRA tax compliance certificate and PIN, statutory declarations and proof of contractual engagement with the operator.
  • Ongoing duties: material incidents reported within 24 hours, full GRA access to systems and data, material changes re-tested before deployment, and no significant modification or new game type without GRA approval or notification.
  • Term and fees: one year; the gazetted Second Schedule lists KES 200,000 to apply and KES 1 million for the annual licence.
  • Eligibility: Regulation 19 makes every licence subject to section 29 of the Act: a company with at least 30% of shares held by Kenyan citizens and a Kenyan bank account. Read literally, that covers software and platform suppliers too, so a foreign supplier may need a Kenyan entity that meets it.
  • Importing software: under Regulation 58 of the Conduct Regulations, importing gambling software or equipment needs a valid GRA licence and a letter of no objection from the GRA.

Form 12 also asks applicants to confirm compliance with the GRA's Technical Standards (GRA-TS:2025). We could not find those standards published, so ask the GRA for the current version before you lock a specification. The Act also provides for a separate remote platform authorization from the Cabinet Secretary for multi-operator platforms and shared payment, verification or fraud systems; we could not find guidelines for it published either.

Where Capermint stands

Capermint does not hold a GRA gambling software or platform licence, or any other Kenyan licence or registration. Because the Act treats providing gambling software or a platform as a licensed activity, software cannot lawfully be supplied for use in Kenya without a licensed route. For every Kenyan project that route is settled with you, your Kenyan counsel and the GRA before any software is delivered for live use, including whether the supplying entity applies for its own licence (and meets section 29) or the work runs under a GRA-licensed supplier.

We build to the published technical requirements and provide the architecture, hosting, RNG and change documentation an application needs. Testing and certification are done by independent labs. This page is for operators that hold or are applying for a GRA licence: Regulation 102 of the Conduct Regulations makes it an offence to host or provide services to an unlicensed gambling platform.

The Kenya compliance layer we scope into each build

  • GRA monitoring adapter: real-time bet, deposit and payout data to the GRA's interface specification.
  • Self-exclusion: register checks at sign-up, login and deposit, daily reconciliation, automatic blocks and deposit refunds within seven days.
  • KYC, age and location: electronic ID verification through a provider your counsel approves, geolocation blocking and winner verification.
  • Mobile money: M-Pesa paybill integration through Safaricom's Daraja API, Airtel Money where contracted, SMS and USSD channels, and the payout tiers, using payment providers approved by the GRA.
  • Wallet rules: segregated player funds, the KES 20 minimum stake and a configurable saving component once the GRA sets it.
  • Kenyan hosting: primary and disaster-recovery environments in Kenya unless the GRA grants an exemption, with encryption in transit and at rest.

Crypto wallets and virtual-asset payments are not scoped for Kenya, because Regulation 83 prohibits them unless the GRA approves.

Launch roadmap

From licence route to go-live, step by step

Licensing and approvals often take longer than the build, so they run in parallel with development.

  1. Confirm the licence route

With your Kenyan counsel: the operator licence type, the 30% Kenyan shareholding, and which GRA-licensed entity supplies the software or platform.

  2. Gap analysis and scope

For re-licensing operators, we map your current platform against L.N. 111 and L.N. 112. For new brands, we define products, markets and integrations.

  3. Architecture and Kenyan hosting

Primary and disaster-recovery hosting in Kenya, encryption, audit logging and capacity planning.

  4. Build and configure

Sportsbook, jackpots, casino or crash games, wallet, M-Pesa paybills, KYC and responsible gambling tools in short sprints with regular demos.

  5. Regulatory integrations

GRA central monitoring, the self-exclusion register and KRA tax integration, built to the specifications issued to the licensee.

  6. Independent testing

RNG and game certification by a GRA-recognised lab, a platform security report, and load and failover tests.

  7. Commencement and operations

The operator notifies the GRA at least seven days before launch. Platform changes are notified within seven days and the platform is audited yearly.

Compliance

What to check before you commit budget

Kenya's framework is new and partly under court review

Licences issued under the repealed Act continued only for a transition period: 60 days from publication under Regulation 30, and trade press reported that the GRA set 24 September 2026 as the date all existing licences expired. A judicial review (E251 of 2026) challenges the fee increases and capital thresholds. On 7 August 2026 the High Court narrowed its stay to those two schedules, so the rest of the Licensing Regulations apply, and Tech-ish reported that on 24 August it let the GRA collect the new fees pending judgment, on an undertaking to refund them if the Regulations are struck down. Judgment was scheduled for 2 October 2026, so confirm the outcome with Kenyan counsel. Existing licensees must connect to the self-exclusion register within six months of the Conduct Regulations coming into force on 30 June 2026.

This page is general information, not legal advice. Confirm fees, deadlines and technical specifications with the GRA and Kenyan counsel. Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction.

FAQ

Betting software in Kenya: questions buyers ask

General information, not legal advice.

Who regulates betting in Kenya now?

The Gambling Regulatory Authority of Kenya (GRA). It was created by the Gambling Control Act, 2025, which took effect on 26 August 2025 and replaced the Betting, Lotteries and Gaming Act. The GRA took over the Betting Control and Licensing Board's role and licenses operators, suppliers, test labs and key employees under the 2026 Regulations.

How do I start a betting company in Kenya?

In outline: incorporate a company with at least 30% of shares held by Kenyan citizens, open a Kenyan bank account, choose a licence such as online bookmaker, and apply to the GRA with tax compliance, capital, AML and technical documents, including a GRA-licensed platform provider. Key persons are vetted, and before launch you integrate with GRA monitoring and KRA. This is not legal advice.

How much does a betting licence cost in Kenya?

The gazetted Second Schedule lists, for an online bookmaker, KES 5 million to apply, KES 50 million for the licence and a KES 5 million annual operating fee. The Regulations also set KES 100 million of gambling capital for an online bookmaker, and the Act sets KES 100 million of security for online gambling. The fee and capital schedules are being challenged in the High Court, so confirm current amounts with the GRA. This is not legal advice.

Do gambling software providers need a licence in Kenya?

Yes. The Gambling Control Act, 2025 makes providing gambling software or a platform a licensed activity, and Regulation 15 of the Licensing Regulations, 2026 sets the GRA licence (Form 12), renewed yearly. The gazetted fees are KES 200,000 to apply and KES 1 million a year. Capermint does not hold this licence, so the supply route is agreed with you and your counsel before delivery.

Can a foreign software company supply a Kenyan betting operator?

Only through a licensed route. Operators must name a GRA-licensed platform and games provider, and Regulation 19 applies the Act's 30% Kenyan shareholding and Kenyan bank account rules to every licence applicant. A foreign supplier may therefore need a Kenyan entity that holds the licence, or another route your Kenyan counsel confirms. This is not legal advice.

Does player data have to be hosted in Kenya?

Yes, unless the GRA grants a prior written exemption. Regulation 42 of the Conduct Regulations requires player data to be stored and processed on servers in Kenya and encrypted in transit and at rest. Operators also register with the Office of the Data Protection Commissioner. We plan primary and disaster-recovery hosting in Kenya from the start.

Can the platform take deposits and pay winnings through M-Pesa?

Yes. The rules expect mobile money: paybills are declared to the GRA, payment service providers need GRA approval, and wins up to KES 500,000 are paid immediately to the player's mobile-money wallet or account. Larger wins follow slower tiers with more checks. We integrate M-Pesa paybills through Safaricom's Daraja API and other providers you contract.

What does GRA central monitoring integration involve?

The platform must give the GRA real-time access through a secure API and integrate with its central monitoring system and the national gambling register. Operators confirm the integration in their commencement notice. We build the adapter to the interface specification the GRA issues to the licensee, with tamper-evident logs behind it.

How does the national self-exclusion register affect the platform?

Online platforms must offer real-time self-exclusion, block excluded players automatically, run daily checks against the register, refund deposits made in breach within seven days and report attempts to the GRA. Existing licensees have six months from the Conduct Regulations coming into force on 30 June 2026 to integrate. We build the register connector and blocking rules into the wallet and account flows.

Which labs test RNGs and games for Kenya?

RNGs must be certified by the GRA or its approved agent, and gambling equipment testing is itself a GRA-licensed activity, so check which labs the GRA currently recognises. We build RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM; certification is obtained by the operator or game owner.

How much does betting software for Kenya cost, and how long does it take?

Typical ranges: $10K–$40K for a single game MVP, $35K–$120K for a white-label or turnkey platform launched in 6–10 weeks once licences and provider agreements are in place, $60K–$180K for a custom sportsbook and $200K–$500K+ for multi-vertical builds. A final quote follows a scoping call.

Can you upgrade our existing platform to meet the GRA rules?

Yes, once the licensing route is clear. Form 12 lists software modifier as its own authorisation type, so agree with your counsel who is authorised to change a live Kenyan platform. We then run a gap analysis against the Licensing and Conduct Regulations and build the missing pieces, such as the GRA monitoring adapter, self-exclusion connector, Kenyan hosting move or payout tiers.
