iGaming software · Philippines (PAGCOR)iGaming Software in the Philippines for PAGCOR-Regulated Platforms
Capermint builds casino platforms and slot, bingo, numeric and crash games for the Philippines. We hold no PAGCOR accreditation, so our work reaches licensed operators through an accredited company: we build for PAGCOR-accredited aggregators and content providers, or for clients using an accredited distributor. Typical ranges: single-game MVP $10K–$40K; turnkey casino platform $35K–$120K, launch-ready in 6–10 weeks plus PAGCOR testing.

| Item | Philippines |
|---|---|
| Regulator | PAGCOR (Philippine Amusement and Gaming Corporation) regulates games of chance and licenses gaming operations in the Philippines. Its Electronic Gaming Licensing Department (EGLD) covers electronic and online gaming outside land-based casinos. The national lottery is run separately by the Philippine Charity Sweepstakes Office (PCSO). |
| Who may play | Players in the Philippines only. The Anti-POGO Act of 2025 (Republic Act No. 12312, approved 23 October 2025) bans offshore gaming, including acting as a POGO gaming content or service provider. PAGCOR's Responsible Gaming Code of Practice (version 6.0) bars people under 21, students, members of the armed forces and police, government officials connected directly with government operations and anyone on the National Database of Restricted Persons (NDRP). |
| Operator licenses | PAGCOR gaming licenses by category: electronic casino (eCasino), electronic bingo, traditional bingo, sports betting, specialty games, online poker and numeric games. Online platforms are run by PAGCOR-accredited GSAs (formerly Gaming System Service Providers), whose brands and domain names PAGCOR registers and publishes. |
| What suppliers need | Accreditation under PAGCOR's framework for gaming affiliates and support service providers, amended by its Board on 2 October 2025, 26 March 2026 and 21 May 2026. Gaming affiliates are game aggregators and game content providers; since March 2026 the aggregator definition also covers any entity that provides an electronic gaming system, online gaming platform or gaming system software to a PAGCOR-accredited or licensed entity. Support service providers cover payment gateways and channels, marketing, customer service, KYC and membership systems, and independent game testing laboratories. GSAs may use only accredited providers. Accreditation is generally valid for two years. |
| Accreditation steps | Philippine SEC registration (for a foreign-based provider, of the provider or its local counterpart), an application fee, corporate documents, a third-party probity check, facility inspection, testing of the gaming system and online platform, a performance cash deposit (PHP 1 million for a game content provider), Board approval and a notice to commence operations. |
| Foreign providers | Since March 2026, a foreign-based game aggregator or content provider that does not apply for accreditation must appoint an accredited local aggregator or content provider of the same category as exclusive distributor or reseller, with full responsibility for its products. A GSA may not act as distributor for a foreign provider, and each accredited distributor may hold at most five such distributorships. Since July 2026 each appointment is declared on EG Form No. 57, valid at most for the distributor's own accreditation term. |
| Game and system rules | PAGCOR approves the games a GSA deploys and sets an RTP range and minimum bet per game type. GSA systems must offer player-set daily, weekly or monthly betting limits, check players against the NDRP through PAGCOR's API and link to PAGCOR-recognized help centers. If a GSA's accreditation is cancelled, its platform may stay open only for withdrawals, for up to 60 days. Foreign providers of live-streamed games need a live dealer studio or branch office in the Philippines. |
| Testing laboratories | PAGCOR accredits independent game testing laboratories as support service providers. GLI announced in March 2026 that it was the first testing lab PAGCOR accredited to test and certify iGaming platforms, against its GLI-19 standard. Check PAGCOR's current list of accredited support service providers before choosing a lab. |
| KYC and responsible gaming | PAGCOR reported in February 2026 that players must submit KYC (name, contact details, a valid government ID and a real-time selfie) before any deposit. Approved self-exclusions go into the NDRP; PAGCOR's chairman said in October 2026 that close to 40,000 had been approved in the previous six months. Operators are directed to promote the 24/7 National Problem Gambling Helpline launched in May 2026. |
| Payments | Payment gateways and channels serving GSAs must be PAGCOR-accredited; since May 2026, banks, digital banks and e-money issuers supervised by the central bank (BSP) can be accredited for this. In August 2025 the BSP ordered supervised e-wallets and payment apps to remove icons and links to gambling sites. In February 2026 PAGCOR said it wanted linking restored once safeguards are stronger; confirm whether the order has been lifted. |
| Fees | Operator fees and rates are set in PAGCOR's regulatory frameworks. Under PAGCOR's May 2026 schedule, GSAs owe a monthly Minimum Guaranteed Fee from 1 July 2026: PHP 9 million for GSAs with electronic casino games (minimum monthly GGR benchmark PHP 30 million) and PHP 3 million for those without, rising to PHP 10.5 million and PHP 4 million from 1 January 2027. Confirm current figures with PAGCOR. |
| Market size | PAGCOR data for 2025 put electronic and online gaming GGR at about PHP 201 billion, 50.77% of the industry's PHP 396 billion. PAGCOR's own revenue fell 26.6% in the first half of 2026. |
| Policy risk | Bills proposing a total ban on online gambling (for example Senate Bill No. 686, filed July 2025) and bills banning gambling advertising (for example House Bill No. 10982, filed August 2026, and Senate Bill No. 2347) have been filed in Congress. None had been enacted in the reports we reviewed. Check their status before you commit budget. |

Can a foreign studio supply PAGCOR platforms?
Not directly without accreditation. PAGCOR requires every B2B provider that a GSA or licensee contracts for gaming products or services to be accredited, and since March 2026 that includes any company supplying an electronic gaming system, online gaming platform or gaming system software. Capermint holds no PAGCOR accreditation, so we do not contract with GSAs as a supplier. Our work reaches them through one of the routes below.
Build for an accredited aggregator or content provider
A PAGCOR-accredited game aggregator or content provider commissions and owns the games or platform, and supplies them to GSAs under its own accreditation and PAGCOR's game approval. We build to its specification and supply the test documentation.
Foreign owner with an accredited exclusive distributor
If your games or platform company is based outside the Philippines, you either apply for accreditation or appoint an accredited local aggregator or content provider of the same category as exclusive distributor or reseller, with full responsibility for your products. The distributor declares the appointment on EG Form No. 57. A GSA cannot be your distributor.
Accreditation through your Philippine company
Your SEC-registered Philippine company applies as a gaming affiliate (EG Form No. 52) or support service provider (EG Form No. 51). The affiliate form asks for SEC and BIR registration, a business permit, probity disclosures, evidence of where your games or systems are licensed and an endorsement from a contracting GSA or aggregator. We build what your company will own and supply.
If a GSA wants its own platform built
A GSA commissioning a platform it will own and run under its own accreditation is a different contract from licensing software to it, but PAGCOR's aggregator definition may still reach the developer. Ask the EGLD and Philippine counsel before signing, and assume accreditation or an accredited distributor may be required.
No renting someone else's license
PAGCOR's June 2025 no-subleasing policy treats letting other entities run on a GSA's license through separate gaming platforms as a grave violation that can lead to revocation and blacklisting. A white-label setup in which your brand runs under another company's license is therefore unlikely to fit. Plan for a platform that runs under the accredited GSA's own registered brand, and confirm the structure with counsel.
Where the B2B deadline stands
PAGCOR gave existing contracted providers until 31 March 2026 to apply, then extended that to 31 May 2026. Those that applied in time could keep serving GSAs until 31 July 2026 while completing the fee, documents and probity report, inspection and system testing, and performance cash deposit. Providers that did not apply may not serve GSAs until accredited, and GSAs that use them face sanctions. Trade press reported in August 2026 that the Board moved the completion deadline to 30 September 2026, with decommissioning of non-compliant systems, platforms and games from 1 October 2026, and that 66 suppliers were accredited by late July, mostly game content providers. Confirm the current position with the EGLD.
Casino, bingo and numeric-game software for the Philippines
Each can be a fixed-scope project, a dedicated team billed monthly, or co-development with your engineers, scoped to PAGCOR's game categories and player-protection rules.
Casino platform for the PAGCOR market
Player accounts, wallet, KYC-before-deposit flow, NDRP checks through PAGCOR's API, player-set limits, brand and domain controls, a withdrawal-only wind-down mode, reports and back office. See our online casino software and turnkey casino solutions.
Slot and table games
Slot math, RNG and art configurable to the RTP range and minimum bet PAGCOR sets per game type. See slot game development.
Electronic bingo
Bingo rooms, card generation, draw engine and jackpots for the electronic bingo category. See bingo game development.
Numeric and lottery-style games
PAGCOR's numeric games are number-matching games against a random draw, which may not use the drawing equipment PCSO uses for its lottery. We build draw engines, ticketing and results flows. See lottery software development.
Crash games
Fast-round crash games with server-side RNG, round history and player limits. Like every game a GSA deploys, each title needs EGLD approval. See crash game development.
Aggregation and RGS
A casino game aggregator that shows only PAGCOR-approved titles from accredited providers, and a remote gaming server (RGS) for proprietary games. Whoever supplies an aggregator, platform or game server to GSAs needs accreditation as a game aggregator, or an accredited distributor.
We scope Philippine projects for the domestic, PAGCOR-regulated market only. Offshore gaming from the Philippines is banned under Republic Act No. 12312.
From scoping to a PAGCOR-approved launch
This order fits an accredited aggregator or content provider preparing a platform or games for GSAs, or a company getting accredited. The regulatory steps run in parallel with the build, and they usually set the launch date.
Confirm the route
Agree with counsel which accredited company will supply the games or platform to GSAs (an accredited aggregator or content provider, an exclusive distributor, or your own Philippine company) and who submits what to PAGCOR.
Scope and compliance map
We turn PAGCOR's rules into a build checklist: KYC before deposit, NDRP checks, player-set limits, help-center and helpline links, RTP ranges and minimum bets per game type, marketing guidelines and a withdrawal-only wind-down mode.
Prototype and production
Playable builds in short sprints, with player flows in English plus any languages you scope.
Integrations
Payment, KYC, aggregator and content providers, each checked against PAGCOR's published accreditation lists.
Pre-test and documentation
QA and load tests, RNG and game math reports, and the documentation PAGCOR and an accredited laboratory need.
Inspection, testing and approval
The accredited party submits the system and games; PAGCOR inspects, tests, approves and issues the notice to commence operations. We fix findings and support retesting.
Launch and operation
Go live under the GSA's registered brand and domain, and keep reports, limits and responsible gaming tools current as PAGCOR issues new memoranda.
Compliance and policy risk
Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction. Here that means PAGCOR's accreditation, game approval and responsible gaming rules, plus BSP payment rules, and the accredited aggregator, content provider or distributor in your route is responsible for B2B accreditation.
Testing and certification
We build RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM. The operator or game owner obtains certification from a lab PAGCOR has accredited, and PAGCOR runs its own inspection and system testing.
Policy risk: read this before you budget
The Philippine online market is legal and regulated, but its rules are moving fast. In August 2025 the BSP ordered e-wallets to remove in-app links to gambling sites, and in February 2026 PAGCOR said it wanted linking restored only once player safeguards are stronger. Bills proposing a total online-gambling ban and an advertising ban have been filed, with none enacted in the reports we reviewed. The Minimum Guaranteed Fee, scheduled for GSAs from July 2026, and the B2B accreditation deadline are pushing smaller GSAs and suppliers to merge, partner or exit. Build in phases, keep payment and marketing modules replaceable, and agree in contracts what happens if the law changes.

iGaming software in the Philippines: frequently asked questions
What are the PAGCOR license requirements for an online gaming operator?
A Philippine online gambling license comes from PAGCOR, which licenses gaming by category, such as electronic casino, electronic bingo, sports betting, online poker and numeric games, and online platforms are run by PAGCOR-accredited Gaming System Administrators under registered brands and domains. Expect probity checks, system inspection and testing, fees, a performance cash deposit, a monthly Minimum Guaranteed Fee for GSAs, and players limited to people in the Philippines aged 21 and over. This is general information, not legal advice.
What is PAGCOR B2B accreditation?
It is PAGCOR's framework for third parties that supply licensed operators. Game aggregators (since March 2026 including suppliers of gaming systems, platforms and system software), game content providers and support service providers such as payment, KYC and testing companies must be accredited, and Gaming System Administrators may use only accredited providers. Accreditation is generally valid for two years and involves SEC registration, probity checks, an inspection, system testing and a performance cash deposit.
Can a foreign game studio supply games to PAGCOR-licensed operators?
Not directly without accreditation. Every B2B provider a GSA contracts must be PAGCOR-accredited, which requires Philippine SEC registration. A foreign studio can apply through a Philippine company, appoint an accredited local aggregator or content provider of the same category as exclusive distributor (declared on EG Form No. 57), or build games or a platform that an accredited company owns and supplies. This is not legal advice; check your route with Philippine counsel.
What is a Gaming System Administrator (GSA)?
A GSA is the PAGCOR-accredited company whose electronic gaming system runs online gaming brands; PAGCOR publishes accredited GSAs with their registered brands and domains. The category was previously called Gaming System Service Provider. GSAs may use only accredited B2B providers, may not act as distributors for foreign providers, and are scheduled to pay a monthly Minimum Guaranteed Fee from July 2026.
What happened to the PAGCOR B2B accreditation deadline?
Applications from existing contracted providers closed on 31 May 2026, and those that applied had until 31 July 2026 to complete accreditation. Trade press then reported an extension to 30 September 2026, with decommissioning of non-compliant systems and games from 1 October 2026. Confirm the current position with PAGCOR.
Is online gambling legal in the Philippines?
Online gaming on PAGCOR-licensed platforms is legal for players in the Philippines, subject to age and other restrictions. Offshore gaming aimed at players abroad is banned under Republic Act No. 12312. Bills proposing a total online-gambling ban have been filed in Congress; none had been enacted in the reports we reviewed. This is general information, not legal advice.
How much does iGaming software for the Philippines cost?
Typical ranges: $10K–$40K for a single-game MVP, $40K–$120K for a mid-scope multiplayer or numeric-game system, $35K–$120K for a turnkey casino platform, and $60K–$180K or $200K–$500K+ for custom platforms. PAGCOR fees, deposits, lab and counsel costs are extra. A final quote follows a scoping call.
How long does it take to launch an iGaming platform in the Philippines?
A turnkey casino platform is typically launch-ready in 6–10 weeks, and a poker MVP takes 60–90 days. PAGCOR inspection, testing and approval come on top, and accreditation often takes longer than the software, so start the regulatory work first.
Which testing laboratories does PAGCOR accept?
PAGCOR accredits independent testing laboratories as support service providers; GLI announced in March 2026 that it was the first accredited to test and certify iGaming platforms. We build RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM; the operator or game owner obtains certification from a PAGCOR-accredited lab.
Can players deposit with GCash or Maya?
In August 2025 the central bank (BSP) ordered the e-wallets it supervises, including GCash and Maya, to remove icons and links to gambling sites. In February 2026 PAGCOR said it wanted linking restored once safeguards are stronger. Payment channels serving GSAs must be PAGCOR-accredited. Confirm allowed payment flows with your providers and counsel before designing the cashier.
What KYC and responsible gaming features does a PAGCOR platform need?
Plan for KYC before the first deposit (a valid government ID and a real-time selfie), blocking of people under 21 and other barred groups, checks against the National Database of Restricted Persons through PAGCOR's API, player-set betting limits, help-center links and promotion of the 24/7 National Problem Gambling Helpline.
Is Capermint PAGCOR-accredited?
No. Capermint is a software studio based in Ahmedabad, India, and holds no PAGCOR accreditation or Philippine license, so we do not contract with GSAs as a supplier. We build for PAGCOR-accredited aggregators and content providers, and for clients that are getting accredited or use an accredited exclusive distributor. Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction.
