B2B betting software · NigeriaBetting Software for Nigerian Operators
Capermint builds sportsbook, virtual sports, online lottery and crash game software for operators licensed by Lagos State (LSLGA) or under the FSGRN scheme, with low-data mobile apps, local payments and agent tools. Typical ranges: MVP $10K–$40K; white-label or turnkey $35K–$120K in 6–10 weeks. You hold the operating license; Capermint holds no Nigerian license.
Nigeria's betting market at a glance
Nigeria has no national betting regulator: the states license gaming, and Abuja has its own office. Here is who licenses what, what operators must file and what the rules ask of software suppliers.
| Topic | What applies |
|---|---|
| Who regulates | The states. A November 2024 Supreme Court ruling confined the National Lottery Act 2005 to the Federal Capital Territory (FCT). Lagos licenses through the Lagos State Lotteries and Gaming Authority (LSLGA); more than 20 states license online gaming jointly through the Federation of State Gaming Regulators of Nigeria (FSGRN); Abuja has the FCT Lottery Regulatory Office. |
| Federal bill | The National Assembly passed a Central Gaming Bill in 2025, but in December 2025 President Tinubu said he would not sign it because gaming is a state matter. A June 2026 legal guide confirmed it had not received assent, and the states kept licensing and enforcing. |
| License types | LSLGA: online sports betting, online casino, public online lottery, pools betting, scratch cards, gaming machines, land-based casinos, promotional competitions, gamification and a Business-to-Business (B2B) license. FSGRN: a Universal Reciprocity Certificate (URC) covering online sports betting, online casino, public online lottery and promotional competitions in member states. FCT: retail lotteries, sports betting, casino gaming and interactive gaming, as summarised in a June 2026 legal guide. |
| What operators file | The 2026 FSGRN online sports betting checklist asks for a Nigerian company with ₦30 million minimum share capital, a ₦5 million non-refundable application fee, directors' tax clearance, a five-year financial plan, a technical architecture pack, Global Lab certification, SCUML registration and a ₦100 million bank guarantee or surety bond. LSLGA asks foreign-owned companies for at least 15% Nigerian shareholding or a bank guarantee or surety bond. |
| What suppliers face | LSLGA issues a B2B license to firms that furnish services to licensed operators; it describes the category as covering platform solutions, games and betting services, and its register lists B2B suppliers. A July 2026 LSLGA notice requires B2B software and platform providers and payment providers to join a registry census, followed by a technical audit of source code, RNGs, platforms and payment gateways. FSGRN checklists require SLAs with, and introduction letters from, every technical service provider, a due-diligence review of technical partners and, for sports betting, ISO 9001:2015 certificates from technical partners or bookmakers. |
| Testing and technical standards | FSGRN requires independent testing and certification by Global Lab Limited against technical, security, integrity, fairness and operational standards. LSLGA added Global Lab as one of its accredited testing laboratories in July 2026, and its six-month roadmap ends with a Certificate of Homologation, with uncertified systems facing disconnection. Casino games on a sportsbook need extra technical approval from the Federation. |
| KYC, AML and data | FSGRN applicants register with the Special Control Unit Against Money Laundering (SCUML), and Lagos applicants show anti-money-laundering training. Player data falls under the Nigeria Data Protection Act 2023, overseen by the Nigeria Data Protection Commission. |
| Payments | LSLGA's census covers payment providers, and in September 2026 it asked banks, payment providers and fintechs to stop facilitating unlicensed gaming. Expect payment partners to check your license. |
| Responsible gambling | Lagos applicants must show responsible gaming training from an LSLGA-accredited provider and measures that protect minors and vulnerable players. LSLGA runs SAFEPLAY, a multi-operator self-exclusion platform connected to licensed operators' systems. FSGRN lottery applicants submit responsible gaming policies. |
| Retail and agents | The FSGRN sports betting checklist says outlets must be lock-up shops and that kiosks and mobile vendors are not allowed. LSLGA runs an online agent registration service. |
| Levies and tax | LSLGA's 2026 summary of Lagos High Court judgments says it can assess and recover license fees, penalties and a Good Causes Levy on gross gaming revenue, and regulators expect monthly gaming tax and levy remittances. We do not quote rates here; confirm them with the regulator and a Nigerian tax adviser. |
General information compiled from regulator pages, application forms and court reports; not legal advice. Fees and checklists change, so confirm current terms with the regulator and Nigerian counsel.
Who licenses what after the Supreme Court ruling
Before November 2024, the National Lottery Regulatory Commission (NLRC) licensed lotteries and betting nationally under the National Lottery Act 2005, while Lagos and other states ran their own licensing laws. On 22 November 2024, in Attorney General of Lagos State v Attorney General of the Federation, the Supreme Court unanimously held that the National Assembly cannot regulate lotteries and games of chance outside the FCT. A federal license no longer covers the states, which leaves four routes:
- Lagos only: an LSLGA license. LSLGA says a national license is not enough in Lagos, and its summary of 2026 Lagos High Court judgments says operators cannot avoid Lagos law by placing offices or servers outside the state.
- Several states, online: the FSGRN Universal Reciprocity Certificate, introduced in May 2025 for online sports betting, online casino, public online lottery and promotional competitions across member states. It does not bind states outside the federation.
- Abuja: the FCT Lottery Regulatory Office, set up in 2025, which said licenses issued by the former NLRC stay valid for their term.
- Other states: some states run their own regimes and some have no clear framework, so map every state you accept players from before launch.
Enforcement is active. In September 2026 LSLGA declared Stake.com an unlicensed, illegal operator in Lagos (it appears on LSLGA's illegal operators list), the FSGRN extended the notice across its member states, and both asked banks, payment companies, fintechs and advertisers to stop facilitating unlicensed gaming. For suppliers, that means confirming a client's license on the regulator's register before go-live.
Sports betting software and apps for Nigeria
Whether you are a start-up applying for your first license or an established operator upgrading, we build each product below as part of one platform with a single naira wallet, or as a module for the platform you already run.
Sportsbook platform
Pre-match and live football and other sports, bet builder, accumulators, cash-out where your rules allow, and trading and risk tools, connected to the odds feeds you license. See sportsbook platform development.
White-label sportsbook
Your brand on our reusable sportsbook base, with player accounts, wallet and back office, typically built in 6–10 weeks. See our white-label sportsbook.
Virtual sports integration
Virtual football and other virtual events from the content provider you contract, shown in the app and on shop screens, settled through the same bet slip and wallet.
Public online lottery
Draw engine, ticket sales on app, web and retail, results, prize claims and the game-rule documents the FSGRN lottery checklist asks for. See lottery software development.
Crash games and casino lobby
Multiplier-style crash games and a casino lobby fed by a casino game aggregator. Under the FSGRN scheme, casino content on a sportsbook needs its own technical approval.
Agent and shop tools
Agent wallets and commissions, cashier terminals, ticket printing and payouts, and a shop back office tied to the online wallet. See retail betting software.
Betting app development for Nigerian phones, networks and payments
- Low-data front end: a lightweight progressive web app and an Android-first native app, with compressed images, cached fixtures, a low-data mode and a bet slip that survives a dropped connection.
- Local payments: integrations with the payment providers you contract, such as Paystack, Flutterwave or OPay, plus bank transfer and USSD flows where your provider offers them, all reconciled to one naira ledger.
- Identity and AML: KYC through the verification provider you choose, plus transaction-monitoring rules and exportable audit logs.
- Responsible gambling: deposit and loss limits, time-outs, self-exclusion and integration with LSLGA's SAFEPLAY self-exclusion platform where the authority requires it and provides the specification.
- Regulator reporting: gross gaming revenue, stakes and payouts by period and channel, so monthly levy and tax returns come from the wallet ledger.
How a Nigerian launch runs, step by step
License work and software work run in parallel, so your application pack and platform are ready together.
Choose the license route
With Nigerian counsel, decide between an LSLGA license, the FSGRN URC, an FCT license or individual state licenses, and list every state you will accept bets from.
Scope and name your partners
Agree modules, odds and virtual sports providers, payment and KYC providers and hosting. We supply our introduction letter, draft SLA, architecture diagram and hardware and software specifications for your application pack.
Build in sprints
A white-label or turnkey platform typically takes 6–10 weeks; custom platforms are phased. You test playable builds on the Android phones your players use.
Test and certify
We run functional, security and load tests for weekend football peaks, then support submission to the lab the regulator names (Global Lab Limited in the 2026 FSGRN forms) and fix findings.
Connect payments and go live
Payment provider onboarding, KYC and responsible gambling checks, SCUML registration on your side, then a staged launch to a first group of players.
Operate, report and renew
Monthly levy and tax reports, regulator census or audit requests, license renewals, and new products or states as your licenses allow.
The FSGRN says its due diligence takes at least 15 working days per application. Lab certification, payment onboarding and bank guarantees can take longer than the build, so start them early.
What operators and suppliers must obtain
Capermint's position in Nigeria
Capermint is a software supplier, not an operator. We hold no license or registration from the LSLGA, the FSGRN, the FCT Lottery Regulatory Office or any other Nigerian state, and that includes the LSLGA B2B license. The operator holds the operating license and is responsible for licensing; we build to the technical requirements of the target jurisdiction.
In Lagos, hosting, running or supplying games to licensed operators as an ongoing service falls within the services LSLGA's B2B license describes, and B2B platform providers must join its 2026 registry census and technical audit. So we work as your development partner: we build the software, deliver it with the documents your application needs and support lab testing, while you, or B2B-licensed providers you appoint, host and run it. If you want a hosted or managed service from us, settle that with LSLGA and your Nigerian counsel before go-live. Even for build-and-handover work, ask counsel whether your regulator treats our development and support role as a B2B service.
Naming your tech partners
FSGRN applications must include signed SLAs with all technical service providers and formal letters of introduction from each of them, and the regulator reviews technical partners during due diligence. The sports betting checklist also asks for ISO 9001:2015 certificates from technical partners or bookmakers. Capermint does not hold a current ISO 9001:2015 certificate (the validity of our earlier certificate ended on 1 January 2024), so raise this item with your counsel and the regulator early.
Testing and certification
We build RNG, game math, bet settlement and platform logs ready for independent testing by the lab the regulator names: Global Lab Limited in the 2026 FSGRN forms and one of LSLGA's accredited labs since July 2026, or accredited labs such as GLI, iTech Labs or BMM in other markets. The operator or game owner obtains the certification, not Capermint. Read what an RNG certificate is.
Check every counterparty
LSLGA publishes a register of licensed operators, including B2B suppliers, and lists of illegal operators. For real-money products we ask for your license or application reference during scoping; check your payment, odds and content partners the same way.
General information, not legal advice. Nigerian gaming law is changing quickly, so confirm current requirements with the regulator and Nigerian counsel before you file or launch.
Betting software cost and timeline for Nigeria
These are Capermint's published typical ranges in USD. Your price depends on products, integrations, agent tools and how much is custom. A final quote follows a scoping call.
| Scope | Typical price (USD) | Typical timeline | What it usually covers |
|---|---|---|---|
| Single-game MVP | $10K–$40K | Set in scoping | One crash, casino or lottery game with game math, RNG integration and admin tools, connected to your platform or aggregator |
| White-label or turnkey platform | $35K–$120K | 6–10 weeks | Branded low-data web and Android front end, player accounts, naira wallet, payment and KYC integrations, sportsbook, lottery or casino lobby, back office and reports |
| Custom single-vertical platform | $60K–$180K | Phased; dates set in scoping | For example, a sportsbook with your own trading rules, agent network and retail tools |
| Custom multi-vertical platform | $200K–$500K+ | Phased; dates set in scoping | Sportsbook, virtuals, casino, crash and lottery on one wallet across online and retail channels |
Development quotes exclude license and application fees, share capital, bank guarantees, lab certification, odds and content fees, payment and KYC provider fees, hosting and marketing.

Betting software in Nigeria: common questions
Who regulates betting in Nigeria?
The states do. On 22 November 2024 the Supreme Court held that the National Assembly cannot regulate lotteries and gaming outside the Federal Capital Territory. Lagos licenses through the LSLGA, more than 20 states license online gaming through the FSGRN scheme, and Abuja has the FCT Lottery Regulatory Office. This is general information, not legal advice.
How do I get a betting license in Nigeria?
Decide where you will take bets, then apply to that regulator: the LSLGA for Lagos, the FSGRN for a Universal Reciprocity Certificate across its member states, or the FCT office for Abuja. Expect to file a Nigerian company's documents, a technical pack, lab certification and SCUML registration, then pass due diligence. Confirm current terms with Nigerian counsel; this is not legal advice.
How do I start a betting company in Nigeria, and what does it cost?
Incorporate a Nigerian company, choose your license route, appoint technology, payment and KYC partners, and file with their documents. The 2026 FSGRN checklist includes a ₦5 million application fee, ₦30 million minimum share capital and a ₦100 million bank guarantee or surety bond, before license fees and levies. Capermint's typical software ranges are $10K–$40K for an MVP and $35K–$120K for a white-label or turnkey platform.
Is a Lagos gaming license enough to operate across Nigeria?
No. An LSLGA license covers Lagos State. For online products in other states, operators use the FSGRN Universal Reciprocity Certificate, which covers member states only, or apply state by state, and Abuja is licensed by the FCT Lottery Regulatory Office. Map every state you accept players from with counsel before launch. Not legal advice.
Do betting software providers need a license in Nigeria?
In Lagos, plan on it for platform providers. LSLGA's Business-to-Business license covers firms that provide platform solutions, games and betting services to its licensed operators, its register lists B2B suppliers, and its July 2026 notice requires B2B software and platform providers to join a registry census and technical audit. FSGRN applications also review each technical partner. Capermint holds no Nigerian license, so we work as your development partner and any hosted or managed role must be settled with LSLGA and your counsel before go-live. Not legal advice.
Why must operators name their technology partners?
The 2026 FSGRN checklists ask for details of technical service providers, signed service level agreements with each of them and formal letters of introduction from all technical service providers and partners, so the regulator can see who runs the platform. When Capermint is your platform partner, we prepare our introduction letter, SLA, architecture diagram and hosting details for your application pack.
Which lab certifies betting platforms in Nigeria?
The 2026 FSGRN application forms require independent testing and certification by Global Lab Limited, and LSLGA added Global Lab as one of its accredited testing laboratories in July 2026, warning that applications backed by non-compliant testing facilities will face compliance flags. Capermint builds RNG, game math and platform logs ready for independent testing; the operator obtains the certification.
How long does it take to launch a betting platform in Nigeria?
A white-label or turnkey platform typically takes 6–10 weeks to build once scope is agreed. Licensing runs alongside: the FSGRN takes at least 15 working days for due diligence, and lab certification, payment onboarding and bank guarantees add time. Custom platforms are delivered in phases, with dates set during scoping.
Can you build a betting app that works on low-cost phones and slow networks?
Yes. We build a lightweight progressive web app and an Android-first native app with small downloads, compressed images, cached fixtures, a low-data mode and a bet slip that survives a dropped connection. Device and network targets are agreed during scoping.
Which payment methods can a Nigerian betting platform support?
We integrate the payment providers you contract, such as Paystack, Flutterwave or OPay, plus bank transfer and USSD flows where your provider offers them, all reconciled to one naira wallet ledger. Expect providers to check your license: in September 2026 LSLGA asked banks, payment providers and fintechs to stop facilitating unlicensed gaming.
What does a lottery license in Nigeria require, and can you build the platform?
The 2026 FSGRN public online lottery checklist asks for game types, the draw system, draw frequency, ticket prices, game rules, responsible gaming policies, technical partner details, Global Lab certification and SCUML registration. We build the draw engine, ticket sales, wallet, results and prize claims for licensed operators and document them for that pack.
