iGaming Software for Spanish-Speaking LatAm

Capermint builds sportsbook and online casino software for licensed operators in Mexico, Colombia and Argentina's provinces, and in Peru through a MINCETUR-registered provider, with Spanish player interfaces, local payments and lab-ready game math. Chile has no online license yet. White-label or turnkey platforms cost $35K–$120K and launch in 6–10 weeks once licenses are in place.

Market at a glance

iGaming LatAm: five markets, five rule books

Scoping iGaming software: LatAm is not one market. Mexico, Colombia and Peru each run a national regime, Argentina licenses province by province, and Chile has not yet passed its online law. The table shows who regulates, how operators get in, what suppliers and labs must do, and the tax position in each market.

MexicoSecretaría de Gobernación (SEGOB), through its Dirección General de Juegos y Sorteos, under the 1947 Federal Games and Raffles Law and its RegulationA SEGOB permit held by a company incorporated in Mexico, with SEGOB-approved online betting mechanics. Brazil is not covered here. Provisional Measure 1.394/2026 of 25 September 2026 prohibited fixed-odds betting, including online games, across Brazil, and licensed sites had to go offline from 6 October 2026; what happens next depends on Congress and the courts. General information, not legal advice.

Requirements that shape the build

Beyond licensing, the published rules set out what the platform itself must do.

RequirementWhat the rules sayWhat we build
Player identity and agePeru: registered adults only, with identity checks. Colombia: KYC and anti-money-laundering program reporting to the UIAF. Buenos Aires Province: adult players located in the provinceKYC flows through your identity provider, age gates, PEP checks and location checks where required
Responsible gamingColombia: self-exclusion registry and player limits (2024 Coljuegos resolution). Launch roadmap

From country choice to first bet

The steps are the same in every market; regulators and labs set how long each takes.

  1. Choose the country and route

Your own Coljuegos contract or MINCETUR authorization, a Mexican permit-holder partnership, or an Argentine provincial license. Counsel confirms the route.

  2. Scoping call and written plan

We map the regulator's technical rules, providers and content to a written scope, milestones and price.

  3. Platform build or white-label setup

Sportsbook, casino, wallet and back office, with Spanish interface and country settings from the first sprint.

  4. Integrations

KYC, payments, odds feed, aggregator and regulator reporting, tested end to end.

  5. Lab testing

Your operator's accredited lab tests platform and games against the jurisdiction's standard; we fix findings and supply documentation.

  6. Registration and approvals

In Peru, the operator holds the authorization, a MINCETUR-registered provider is the supplier of record for each component, and MINCETUR homologates platforms and games. We supply the technical documentation.

  7. Soft launch and operations

Limited launch, then full launch, updates and re-certification of changed components.

Compliance notes

Where the rules stand in each market

Rules in these markets move often. Here is where each one stands.

What Capermint holds, and what it does not

Capermint is a software supplier, not an operator. We hold no gaming license, Coljuegos approval or MINCETUR registration in Latin America, and no lab certificates. Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction and support certification with accredited test labs. This page describes builds for operators that hold, or are applying for, a license or permit in the target market. In Peru, suppliers of platform components must be registered with MINCETUR; because Capermint is not, a registered provider must be the supplier of record for anything we build for a Peruvian operator.

Mexico: permits, a 50% IEPS, a slot rule and a pending reform

For anyone sizing the Mexico iGaming market, four facts matter. Online betting runs under SEGOB permits held by Mexican companies, with SEGOB approving how online bets are taken; permits cannot be transferred, so many new entrants operate under an agreement with an existing permit holder. From 1 January 2026 the IEPS on games with bets and draws rose from 30% to 50%, including online bets offered from abroad, and failure to pay or file can lead to temporary blocking. Since a November 2023 amendment, the Regulation has prohibited slot machines "in any of their modalities"; ask Mexican counsel how this applies to online slot content before you plan a casino lobby. In September 2026 SEGOB sent a proposal to reform the 1947 law to the federal Security Cabinet; it had not been presented to Congress at that point.

Colombia: Coljuegos contracts and a contested tax position

A Colombia gambling license for online play is a Coljuegos concession contract; main servers can sit abroad, but the data vault stays in Colombia. Operators pay exploitation rights of 15% of GGR plus fixed annual rights. Extra taxes are contested: a 19% VAT on online-gaming GGR set by emergency decree was suspended by the Constitutional Court in January 2026 and struck down in April; Decree 240 of March 2026 created a separate 16% national consumption tax on online-only games under a second emergency declaration; and a bill filed in July 2026 would make a 19% VAT permanent. Model more than one tax scenario and confirm which taxes apply on your launch date with Colombian counsel. Coljuegos is also reviewing its technical requirements for internet games, so we check the current technical rules at scoping.

Peru: authorization, supplier registration and homologation

Law 31557, as amended by Law 31806, and Supreme Decree 005-2023-MINCETUR have regulated remote gaming since February 2024. MINCETUR authorizes operators and labs and registers linked service providers: companies supplying software, hardware, databases and other platform components. Capermint is not a registered linked service provider, so for any Peruvian project we agree during scoping, with your counsel, which registered provider is the supplier of record for each component, and plan homologation into the timeline. On tax, operators pay 12% of monthly net revenue and, since July 2025, a 1% selective consumption tax on each online bet; a bill filed in October 2026 would raise that consumption tax to 5%.

Chile: not yet regulated

Chile has no online gambling license, so there is no licensed route yet for a private online casino or sportsbook. Bill 14.838-03 was approved in general by the Senate in August 2025, received "suma urgencia" from the government in May 2026 and is still before the joint Economy and Finance committees. Separately, in September 2025 the Supreme Court ordered certain online betting sites to be blocked. Treat the bill's terms as proposals until the law is published; we can scope a build for an applicant, timed to the final rules.

Argentina: province by province

Licensing sits with the provinces and the City of Buenos Aires. LOTBA's Resolution 80/2019 requires lab certification of all software and hardware; in Buenos Aires Province, Law 15.079 and Decree 181/19 provide for up to seven IPLyC online licenses. Rules keep moving: a comprehensive Buenos Aires Province bill with deposit caps, 60-minute session cut-offs and tight advertising limits was due for a floor debate in the provincial Chamber of Deputies on 20 October 2026, and San Juan said in October 2026 that it plans five online licenses. In May 2026 the national government sent Congress a bill on gambling addiction and illegal online betting that would also set prison terms for providing essential services to unauthorized operators; confirm its status before launch. Check each province's rules and license availability before planning.

FAQ

iGaming software for LatAm: frequently asked questions

Which Spanish-speaking LatAm countries regulate online gambling?

Mexico, Colombia and Peru run national online regimes: SEGOB permits in Mexico, Coljuegos concession contracts in Colombia and MINCETUR authorizations in Peru. Argentina licenses online gambling province by province. Chile has no online license yet because bill 14.838-03 is still in the Senate. This is general information, not legal advice.

How do you get a Mexico gambling license for online betting?

Mexico has no stand-alone online license. Online betting runs under permits that SEGOB issues through its Dirección General de Juegos y Sorteos to companies incorporated in Mexico, and SEGOB must approve the online betting mechanics. Permits cannot be transferred, so many new entrants operate under an agreement with an existing permit holder. Since 1 January 2026 the IEPS tax on games with bets and draws has been 50%. This is not legal advice.

What is a Coljuegos license?

It is the concession contract Coljuegos, Colombia's regulator, signs with online operators, usually for three to five years. Holders are Colombian companies or branches, use a .co domain, keep a data vault in Colombia, report supplier contracts, certify gaming components with a Coljuegos-accredited lab and pay 15% of GGR plus fixed annual rights. This is not legal advice.

How do you get a Peru gaming license, and do suppliers need to register?

Operators apply to MINCETUR for authorization under Law 31557 and Supreme Decree 005-2023-MINCETUR. Suppliers of platform software, hardware and other components must be registered as linked service providers, and platforms and games are homologated with a certificate of compliance from a MINCETUR-authorized lab. Operators pay 12% of monthly net revenue plus a 1% consumption tax on each online bet. This is not legal advice.

Is online betting legal in Chile?

Chile has not yet licensed online betting. Bill 14.838-03, which would license Chilean companies under a renamed Superintendencia de Casinos, Apuestas y Juegos de Azar and tax gross gaming income at 20% plus VAT, is still in Senate committees, and a September 2025 Supreme Court ruling ordered certain betting sites blocked. Launch depends on the final law. This is not legal advice.

How does online gambling licensing work in Argentina?

Each province and the City of Buenos Aires licenses online gambling separately. LOTBA, the City's regulator, requires homologation and certification of software and hardware by labs it recognizes, and Decree 181/19 provides for up to seven online licenses in Buenos Aires Province. Availability, taxes and technical rules differ by province, so confirm each one before planning. This is not legal advice.

How much does iGaming software for LatAm cost?

Capermint's published ranges are $10K–$40K for a single casino game MVP, $35K–$120K for a white-label or turnkey platform, $60K–$180K for a custom single-vertical platform and $200K–$500K+ for a custom multi-vertical platform. License, guarantee, lab testing, payment, KYC and content fees are extra. A final quote follows a scoping call.

How long does it take to launch a sportsbook and casino in LatAm?

A white-label or turnkey platform typically launches in 6–10 weeks once licenses, payment and content agreements are in place. Custom platforms are delivered in phases, with dates set during scoping. Lab testing, Peru's homologation and other regulator approvals run on their own schedules, so start them early.

Can a foreign software company supply operators in these countries?

Usually, but the route differs. Mexico's gaming law and Regulation set no separate supplier license. Colombia has no B2B license, though operators report supplier contracts and certify components with accredited labs. Peru requires suppliers of platforms, games and other components to register with MINCETUR. Argentine provinces set their own rules, and Chile has no licensed route yet. This is not legal advice.

Does Capermint hold a LatAm gaming license or MINCETUR registration?

No. Capermint is a software supplier, not an operator. It holds no gaming license, Coljuegos approval or MINCETUR registration in Latin America, and no lab certificates. Operators hold the licenses, and in Peru a MINCETUR-registered provider must be the supplier of record for the components we build. We build to each jurisdiction's technical requirements, prepare RNG and game math for accredited labs such as GLI, iTech Labs or BMM, and support the operator through certification.

Can a LatAm iGaming platform accept cryptocurrency?

Not everywhere. Peru's remote gaming law and Colombia's rules do not allow cryptocurrency for bets, so platforms there need a fiat wallet and local payment methods. Check each jurisdiction's current rules first. This is not legal advice.

What payment and language features does a LatAm platform need?

A fiat wallet on local rails your payment provider supports, such as SPEI in Mexico, PSE in Colombia and Yape in Peru, withdrawals to verified accounts, and a Latin American Spanish interface with local currencies. Translation and native-speaker review are quoted separately or supplied by your team.
