iGaming markets · CuraçaoCuraçao Casino Software for CGA-Licensed Operators
Capermint builds Curaçao casino software, including casino, sportsbook and crypto-casino platforms, for operators that hold or are applying for a Curaçao Gaming Authority (CGA) B2C licence. White-label or turnkey launches typically cost $35K–$120K and take 6–10 weeks; custom single-vertical platforms run $60K–$180K. You hold the licence; we build to the CGA's technical and compliance requirements.
From 24 December 2026, licensees may take critical components such as RNG games, sportsbook software and game aggregation only from CGA-registered suppliers. Capermint is not registered with the CGA, which has not yet opened supplier registration.
The Curaçao iGaming market at a glance
Curaçao licenses online casinos and sportsbooks, including operators that accept crypto, under the National Ordinance on Games of Chance (Landsverordening op de kansspelen, or LOK), in force since 24 December 2024. These are the Curaçao LOK requirements that shape a platform build.

The CGA supplier rule: register before you supply
From 24 December 2026, Curaçao licensees may take critical goods or services only from suppliers registered with the CGA. The date is set in the LOK itself: Article 15.10(3) brings the supplier licence rule (Art. 1.5) and the ban on unregistered suppliers (Art. 5.16(4)) into force two years after the law took effect, and the CGA confirmed it in a notice of 24 June 2026. Three questions decide whether a vendor on your list is affected.
1. What counts as "critical"
Under the LOK, critical goods and services are those indispensable in determining a game's outcome, or so important that a failure in them could significantly affect the licensee's compliance. The CGA's illustrative list:
- RNG game manufacturers
- Live dealer studio providers
- Poker and other peer-to-peer software suppliers
- Lottery providers
- Sportsbook software suppliers
- Bet capture and settlement providers
- Sports betting line and odds providers
- Game aggregators
The list is not exhaustive and may change. Platform and back-office software, payment orchestration, KYC and affiliate tools are not on it; legal commentary treats them as borderline and advises suppliers near the line not to assume they are excluded.
2. Curaçao supplier registration or B2B licence
| Supplier | What it needs | Basis |
|---|---|---|
| Established in Curaçao, supplying critical goods or services | CGA supplier (B2B) licence and registration | LOK Art. 1.5(1), 5.13, 5.16 |
| Established outside Curaçao, supplying critical goods or services to Curaçao licensees | CGA registration only; no Curaçao supplier licence | CGA notice of 24 June 2026; LOK Art. 5.16 |
| Supplying other gaming-related services | A CGA certificate of up to three years, issued on application; test labs and dispute-resolution bodies hold them | LOK Art. 5.17 |
Registration is not a licence: Article 5.16(3) requires the CGA to enter suppliers in its register promptly once they apply.
3. Why licensees cannot wait
LOK Article 5.16(4) bars licensees from obtaining critical goods or services from unregistered suppliers, and breaches can draw administrative fines and criminal penalties (Art. 13.32 and 13.40). Article 5.16(1) requires the CGA to keep a public supplier register, and the CGA's September 2026 operations manual guidelines already ask licensees to check third-party game content against the official CGA supplier list. An unregistered RNG studio, aggregator or sportsbook vendor puts the operator in breach, so expect registration checks in vendor contracts.
Where Capermint stands
Capermint is a software development studio in Ahmedabad, India. It is not a Curaçao licensee and is not on any CGA register. Until 24 December 2026 the LOK does not require registration to supply licensees. From that date, any component we deliver that counts as critical, such as RNG games, a sportsbook engine or an aggregator we run for you, may be obtained only from a registered supplier, so ask every vendor, including us, for registration evidence before you sign and before go-live. In scoping we map each deliverable against the critical list so your counsel can decide what must be registered, and by whom. If we hand over code for you to own and run, ask counsel how the CGA treats that; the guidance we have seen does not say.
Portal outage and postponed deadlines
The supplier deadline lands while the CGA replaces its systems. It announced an investigation into unauthorised access to its online gaming portal on 17 September 2026, said on 2 October that the portal was offline and that portal submission deadlines were postponed, and said on 7 October that the portal will not return to service, with details of interim arrangements targeted for no later than 9 October. Existing licences are unaffected, and the CGA says it will introduce an alternative to the digital seal.
| Date | What happens | Status |
|---|---|---|
| 24 Dec 2024 | LOK in force | In effect |
| 15 Oct 2025 | Orange Seal expires; sub-licence system ends | In effect |
| 24 Jun 2026 | CGA notice on supplier licensing and registration | Published |
| 1 Sep 2026 | Suggested date for Curaçao-based suppliers to apply for a licence | Passed |
| Sep 2026 | Crypto policy due on the CGA portal | Portal withdrawn; confirm the current route with the CGA |
| End Oct 2026 | Operations manual due on the CGA portal | Postponed with other portal deadlines; no new date |
| 24 Dec 2026 | Supplier licensing and registration mandatory | Set by LOK Art. 15.10(3); registration procedure not yet published |
| Dec 2026 | Crypto risk assessments, VASP due diligence and wallet controls complete | Set in the crypto guideline |
| 1 Apr 2027 | Earliest date the local substance requirement applies | Postponed by ministerial extension |
| Jun 2027 | Wallet segregation, blockchain analytics and audit-ready records in place | Set in the crypto guideline |
Confirm dates before you plan around them
Portal filing deadlines were postponed without new dates. The 24 December 2026 supplier date comes from the LOK, not from a portal deadline, but how registration will work without the portal had not been announced. Check the CGA's news page or ask your Curaçao counsel before you fix a launch date. This is not legal advice.
What a Curaçao-ready platform has to do
These features let the operator's CGA controls work in the product. Your compliance officer sets the thresholds and signs the policies.
Identity checks and monitoring
Date-of-birth and ID checks before deposit or play, PEP and sanctions screening at sign-up, full due diligence at NAf 4,000 with deposit and withdrawal holds until it is complete, and case tools for unusual-transaction reports to FIU Curaçao, including transactions of NAf 5,000 or more.
Player protection tools
One-click cooling-off from 24 hours to 3 months, self-exclusion from 1 year to lifetime that the player cannot reverse and that covers all of an operator's domains, deposit limits whose increases wait seven days, self-assessment tests, betting history from account opening, and flags for patterns such as reversed withdrawals or rising limits.
RNG ready for lab testing
RNG and game math ready for testing by accredited labs such as GLI, iTech Labs or BMM; for a Curaçao licence, check that your lab is on the CGA's certified list. Certificates go to the operator or game owner. Read what an RNG certificate covers.
CGA crypto controls
Wallet screening at deposit and withdrawal, ownership checks for self-hosted wallets, Travel Rule data for transfers with VASPs, segregated player wallets and blocks on sanctioned mixers. Operators may not act as exchanges or let players transfer funds to each other, so we scope the cashier without swap, trading or player-to-player transfers.
Records and reports
Exports for the change reports due 15 January and 15 June, incident reports due within 24 hours, and player-transaction and complaints reports (Art. 5.10), plus a data design that can keep critical records on a Tier-IV server in Curaçao.
Player-facing disclosures
A footer with the licence number, licensee name and address, a statement of CGA oversight, the CGA seal or its announced replacement, an under-age warning and responsible gaming links; terms one click from the homepage; and the responsible gaming policy in English and the target market's language.

Lobby, player accounts, wallet, bonus engine, back office, and game, payment and KYC integrations for $35K–$120K. You hold the CGA licence. See white label casino software.
Crypto casino for Curaçao licensees
Crypto and fiat cashier, multi-currency ledger, provably fair games and the wallet-screening controls the CGA's crypto guideline expects. See crypto casino software.
Custom casino platform
Player accounts, wallet, KYC/AML, responsible gaming, bonuses and reporting built to your specification, at $60K–$180K for one vertical. See online casino software.
Sportsbook platform
Pre-match and live betting, bet settlement, odds feed integration and risk tools, as a custom sportsbook platform or a white label sportsbook. Sportsbook software, bet settlement and odds supply are all on the CGA's critical list.
Game aggregator and RGS
A casino game aggregator or remote gaming server to connect third-party studios and your own games. From 24 December 2026, every studio and aggregator in that chain must be registered with the CGA.
How a Curaçao launch runs, step by step
Licensing, vendor registration and the build run in parallel. Apply for the licence first: the LOK gives the CGA two review phases of up to eight weeks each once the file is complete, each extendable by four weeks, while a white-label build takes 6–10 weeks. While the CGA replaces its portal, ask counsel how new applications are being filed.
Licence route and markets
Confirm with counsel which markets your B2C licence covers and which you must geo-block.
Component map
We list every component and mark which fall on the CGA's critical list, so counsel can confirm who must register.
Supplier checks
Collect CGA registration evidence from studios, aggregators, sportsbook vendors and us, add registration warranties to contracts and record each supplier in your game supplier register.
Build and integration
Branding, accounts, wallet, KYC/AML, responsible gaming tools and crypto controls, with a playable build every sprint.
Lab testing
RNG, game math and platform go to an accredited lab; we supply documentation and fix findings, and certificates are issued to the operator or game owner.
Operations manual inputs
We provide the infrastructure diagram, continuity summary, test methods and front-end descriptions your manual needs under LOK Article 5.9.
Launch and reporting
Go live and keep CGA reports flowing, with optional support from a monthly dedicated team.

Who is responsible for what
General information, not legal advice
Operators are responsible for licensing; we build to the technical requirements of the target jurisdiction. In Curaçao, the operator holds the CGA licence and signs its AML, responsible gaming and crypto policies, suppliers of critical goods or services must be registered with the CGA from 24 December 2026, and RNG and game certificates go to the operator or game owner. A Curaçao licence does not cover markets that license online gambling locally, such as the US states that allow online casino or Ontario. In India, where the Promotion and Regulation of Online Gaming Act, 2025 prohibits online money games, we build only free-to-play and social formats. Confirm current requirements with Curaçao counsel and the CGA.

Curaçao casino software: frequently asked questions
Do foreign software suppliers need a Curaçao supplier licence?
No. Under LOK Article 1.5 the supplier licence covers critical goods or services supplied in or from Curaçao, and the CGA's June 2026 notice confirms that suppliers established outside Curaçao do not need one. If they supply critical goods or services, such as RNG games, sportsbook software or game aggregation, to Curaçao licensees, they must register with the CGA from 24 December 2026. This is not legal advice.
What counts as a critical good or service under the LOK?
Goods or services that are indispensable in determining a game's outcome, or whose failure could significantly affect a licensee's compliance (LOK Article 1.1(g)). The CGA's illustrative list names RNG game manufacturers, live dealer studios, poker and peer-to-peer software, lottery providers, sportsbook software, bet capture and settlement, odds providers and game aggregators, and it may grow.
What is the difference between a Curaçao B2B licence and supplier registration?
A B2B supplier licence is needed by Curaçao-incorporated suppliers that provide critical goods or services in or from Curaçao (LOK Articles 1.5 and 5.13); its annual CGA fee is €24,490. Registration (Article 5.16) is an entry in the CGA's public supplier register and applies to every supplier of critical goods or services to Curaçao licensees, wherever it is based. A foreign supplier needs registration only.
Can Curaçao licensees keep using unregistered suppliers after 24 December 2026?
No. From that date LOK Article 5.16(4) bars licensees from obtaining critical goods or services from unregistered suppliers, and breaches can lead to administrative fines and criminal penalties (Articles 13.32 and 13.40). The duty sits with the operator, so expect registration evidence to become part of vendor due diligence and supplier contracts.
Has CGA supplier registration opened, given the portal outage?
Registration was expected to open in October 2026, but the CGA said on 7 October that its online portal will not return to service after unauthorised access, with details of interim arrangements targeted for 9 October. Check the CGA's news page for the current position.
Can I still launch a white label casino in Curaçao under a provider's licence?
Not under the old model. The LOK replaced sub-licences with direct CGA licences, Article 1.2(3) bars a licensee from letting others use its licence, and the transitional Orange Seal expired on 15 October 2025, so each operator needs its own B2C licence. A Capermint white-label build gives you a branded casino in 6–10 weeks for $35K–$120K while you hold the licence.
Can a crypto casino operate under a Curaçao licence?
Yes, subject to the CGA's crypto policy guideline of June 2026, which expects blockchain analytics, wallet ownership checks for self-hosted wallets, Travel Rule compliance where transfers involve VASPs, segregated wallets and no funds linked to sanctioned mixers or sanctioned wallets. Operators must not act as exchanges, and full implementation is due by June 2027.
Which labs can test RNG and games for a Curaçao licensee?
The CGA certifies test labs under LOK Article 5.17; its list of 31 August 2026 names Gaming Associates Europe, GLI, eCOGRA, Quinel and BMM Spain Testlabs. We build RNG and game math ready for independent testing by accredited labs such as GLI, iTech Labs or BMM; for a Curaçao licence, check that your lab is on the CGA's list. The operator or game owner obtains the certificate.
How much does Curaçao casino software cost and how long does it take?
Capermint's typical ranges are $35K–$120K for a white-label or turnkey casino, including crypto, launched in 6–10 weeks; $60K–$180K for a custom single-vertical platform; $200K–$500K+ for multi-vertical; and $10K–$40K for a single-game MVP. CGA fees, lab testing and game content are extra; a final quote follows scoping.
Is Capermint licensed or registered with the Curaçao Gaming Authority?
No. Capermint is a software development studio in Ahmedabad, India, not a Curaçao licensee, and it is not on any CGA register. From 24 December 2026 a licensee may obtain critical components such as RNG games, sportsbook software or aggregation only from registered suppliers, so ask every vendor, including us, for registration evidence before go-live. This is not legal advice.
